Summary You will serve as a CITIZENSHIP DEVELOPMENT MANAGER in the NJROTC DISTRICT of NSTC GREAT LAKES. Responsibilities You will assess compliance of assigned NJROTC units' operations and administration. You will provide input, guidance, information, direction on, and approval of program goals and unit metrics for assigned units. You will inspect the use of the 4-year standardized curriculum and verify compliance in meeting federal/state institution education requirements. You will visit new units and units with a staff of all new instructors with no prior NJROTC experience within 60 days of their employment. You will coordinate funding to maximize unit participation in field trips, orientation cruises and flights, ship visits, at-sea cruises and other @types of military educational opportunities. You will investigate issues concerning unit performance and advise headquarters on developments, media interests, and public affairs. You will manage program policy implementation with host school officials. You will conduct annual area-wide competitive field meets and comprehensive extracurricular competitive events. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directing decentralized educational or military training programs to ensure compliance with federal, state, and institutional standards; 2) Conducting formal on-site inspections, operational reviews, and performance evaluations of subordinate units or partner institutions to assess curriculum delivery, logistics accountability, and overall program effectiveness; 3) Coordinating with senior executives or educational administrators to implement policy requirements, secure facility resources, and integrate program objectives into host institutions; 4) Distributing enterprise-level budgets, operating targets, or allocated funding to subordinate units, ensuring strict compliance with fiscal laws and organizational financial directives; 5) Directing large-scale training evolutions, leadership academies, or regional competitions, to include developing operational plans, managing logistical execution, and assessing outcomes; and 6) Overseeing staff credentialing and compliance, including evaluating instructor performance, tracking certification requirements, and recommending administrative actions (e.g., probation, decertification) for non-compliance or misconduct.
