Summary You will serve as a MANAGEMENT ANALYSIS OFFICER in the MANPOWER AND PERSONNEL DIRECTORATE of COMNAVSURFLANT. Responsibilities You will serve as the Management Analysis Officer (MAO) and department head for the Manpower and Personnel Department (CNSL N11). You will directly supervise a GS-13 Management Analyst, a GS-13 Civilian Personnel Program Analyst and a GS-12 Management Analyst. You will serve as a special assistant and advisor to the Commander, Deputy Commander, and Chief of Staff. You will participate in the formulation of program goals, plans, policies, procedures, and work plans dealing with the development and operation of command-wide requirements. You will establish, revise, review policies, procedures, and mission objectives as necessary to eliminate work problems or barriers to mission accomplishment. You will determine the need for and suggest additional studies or desirable modifications to improve policies, procedures, and organizational structures. You will develop force-wide manpower and personnel strategies, provide primary oversight and representation of manpower and personnel issues, and direct programs for managing resources. You will develop, manage, analyze, and forecast force-side military and civilian manpower requirements. You will conduct research and special study projects to resolve problems, change procedures, or evaluate concepts. Requirements Conditions of Employment Qualifications To qualify for the GS-14, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience acting as the primary technical expert and advisor on all military and civilian manpower and personnel functions. Experience developing, implementing, and providing leadership on policies and guidance for manpower management across the command. Experience developing and implementing procedures to manage and facilitate the flow of work throughout the department. Experience managing subordinate employees, including assigning work, evaluating performance, handling hiring and promotions, and identifying training needs. Experience providing advice on sensitive and adverse actions and developing plans and policies for civilian personnel management.
