The University of Maryland Baltimore (UMB) is currently seeking a Business Operations Manager (HR & Payroll) for the School of Dentistry. The School of Dentistry has a centralized HR and Payroll office responsible for a full range of human resource services and payroll processing functions. This position will be charged with managing payroll operations and will also help to manage and support HR-related matters. Primary Duties: Supervise, lead, train, and mentor Business Operations Specialists. Responsible for hiring and retaining staff, career coaching, professional development, and performance reviews. Build a strong and cohesive work team that works collaboratively to achieve unit's goals. Create and establish payroll processing goals and objectives. Manage the overall day-to-day operations of the UMSOD payroll, including payroll processing, payroll reconciliation, commitment accounting, payroll adjustments, overpayments, leave adjustments, and timesheets. Monitor and resolve payroll discrepancies, investigating and resolving issues promptly and accurately. Oversee visa processing. Generate various payroll and system reports. Review and approve payroll reconciliation. Partner with the Campus Financial Services Payroll office to ensure proper reconciliation and payroll compliance. Implements improvements to processes, procedures, and workflow to create payroll efficiencies. Manage and distribute various school-wide payroll communications to employees. Manage year-end payroll processing and end-of-fiscal-year changes for faculty. Responsible for processing, tracking, monitoring, and auditing SOD Monthly paper timesheets for fellows. Establishes appropriate checks and balances to ensure payroll and timesheet compliance and accuracy. Addresses employee concerns related to payroll, providing excellent customer service and support. Oversee SOD leave management, including reviewing, processing, tracking, and analyzing various human resource transactions such as FML, parental leave, advance sick leave, accident leave, collegial leave, etc. Review and approve leave accrual reports. Provide guidance to UMSOD employees regarding family and medical leave, ADA, paid family medical leave, etc. Interpret SOD and UMB policies, such as FMLA, advance sick leave, etc., to determine the appropriate course of action related to HR transactions and payroll processing. Manage and resolve UMSOD employee and labor relations matters based on allocated departments, including policy interpretation; conduct internal investigations. Advise faculty and staff and provide recommendations. Manage grievance processes. Report findings and recommendations to the Director of HR and Payroll. Partner with Campus HR Employee and Labor Relations. Serves as an advisor on various human resources and payroll operations. May assist leadership with setting strategic HR and payroll goals and objectives. Co-facilitate new employee onboarding and serve as back-up for offboarding employees. Ensures HR transactions and data are accurate, identifies inaccuracies and errors, and takes appropriate action to rectify them. Approve various HR transactions in the system. Apply and communicate HR policies and practices and provide problem resolution support and escalate to UMSOD leadership and Campus HR as needed. Manage various HR and Payroll transaction logs and conduct regular payroll audits to ensure processing is complete and accurate. Manage faculty and staff job postings on the UMSOD website. Serve as back-up to the Director of Human Resources and Payroll; serve as back-up on faculty and staff recruitments. May serve on various UMSOD and campus-wide committees and initiatives. Maintain confidentiality of all HR, payroll, and employee data. Perform other duties as assigned. Education: Bachelor's degree in business administration, public administration, finance, marketing, accounting, human resources, or other related field. Experience: Five (5) years of business-related experience required for the position, with at least two (2) years' experience in human resources and payroll, finance, facility operations, or research administration. Supervisory Experience: Two (2) years of direct management responsibilities that involves personnel recruitment, training, and professional development related to the position. Preferred: Three (3) years of prior hands-on supervisory experience. HR and Employee and Labor Relations experience. Payroll experience with strong understanding of payroll processing and complex payroll calculations. Experience in higher education. Exceptional communication and interpersonal skills, with the ability to interact effectively with employees at all levels of the organization, including students. Other: Related experience may be substituted for minimum education. Knowledge, Skills, Abilities: Knowledge of position requirements. Knowledge of all applicable requirements, regulations, and laws.
