Responsibilities This position is with the Office of the Inspector General located in either Herndon, VA, Sacramento, CA or Lakewood, CO. This office is responsible for the development, direction, and implementation of a broad, comprehensive review program covering audits, inspections, and evaluations of all DOI and Insular Area Governments' programs and activities in terms of (a) economy, efficiency, effectiveness, and equity; (b) internal controls, financial reporting and compliance with laws and regulations; and (c) program results. As an Auditor (Performance) your normal duties will include: Performs audits, inspections, and evaluations of major programs and operations for efficiency and effectiveness in meeting their intended objectives. This includes thoroughly studying and assessing all related policies, activities, procedures, resources, and systems that may intersect different functional areas. in accordance with Generally Accepted Government Auditing Standards and CIGIE's Standards for Inspection and Evaluation. Perform assignments as part of reviewing and evaluating procedures, systems, or programs for effectiveness and compliance with laws, regulations, and policies; and assures work performed and supporting evidence adequately supports the conclusions reached. Prepares narrative reports, interview and meeting notes, written summaries of findings, and briefing materials. Briefs team leader, team members, and/or internal management on findings and explains significance of conclusions. You will serve as an Auditor (Performance) under the Pathways Recent Graduates Program within the Office of the Inspector General. The agency may non-competitively convert a Recent Graduate who is a U.S. Citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the OIG's one year developmental program, demonstrates successful job performance, and meets the OPM Qualification Standards for the targeted occupational series and grade level. There is no guarantee for conversion. If converted, the position may have a full-performance level of GS-13. The duration of the Recent Graduate appointment is a trial period. If the position is not converted, the position will be terminated. Minimum Qualification for the GS-07 level Education: 1 full year of graduate level education; OR a Bachelor's degree with superior academic achievement as defined by OPM OR Experience: 1 year (52 weeks) of experience at the GS-05 grade level performing all of the following: Reviewing data or records to infer conclusions; AND Preparing thorough write-ups of work performed, observations made, or conclusions drawn, such as writing detailed meeting minutes or oral interview notes or documenting observable conditions. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following: A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
