Summary You will serve as a SUPERVISORY CONTRACT SPECIALIST in the CONTRACT AND LOGISTICS DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD. Responsibilities You will be responsible for the overall planning and execution of all functions of the Contracting Department necessary to ensure meeting the Command's primary mission of overhaul, repair and modernization of naval vessels. You will direct the full range of contract administration: source selection, sole source justification/approval, awards/modifications, pre-award surveys, cost/price analysis, analysis of contractor's performance and resolution of contract disputes. You will plan, develop and establish long- and short-range procurement and contracting plans, strategies and approaches for overall ship repair and acquisitions and life cycle programs. You will issue/implement contractual changes/modifications driven by technological advances, revised threat assessments, upgraded operation requirements, and others which are inherent in complex and dynamic high-technology ship repair acquisition. You will ensure that manpower and material costs are directly linked to program/mission objectives, that expenditures remain within approved budget levels, and that positions and/or organizational structures promote maximum efficiency and economy. You will serve as the Deputy Chief Contracting Officer for the Contracting and Logistics Department (Code 400), at Portsmouth Naval Shipyard (PNS) Kittery, Maine. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience overseeing and managing the overall planning, direction, and timely execution of the contracting program, as well as managing organizational changes and major changes to the content of the program or segments directed. Experience with procurement regulations and contracting principles including the latest procedures and techniques (e.g., source selection, sophisticated pricing arrangements, solicitation methodologies, and cost accounting) sufficient to plan, develop, implement, and administer all contractual aspects of a wide variety of systems/service acquisition programs. Experience with negotiation principles in developing pre-negotiation strategy and overseeing or conducting negotiations and in directing or performing post award negotiations involving contract changes or modifications. Experience using computer programs such as Standard Procurement System (SPS) and Enterprise Resource Planning (ERP) as they relate to the electronic acquisition process, and experience using the Federal Procurement Data System - New Generation (FPDS-NG), Wide Area Workflow (WAWF) and Electronic Data Exchange. Basic Qualification Requirements for Contracting Officer Positions: In addition to meeting the basic educational requirements listed above as well as the Specialized Experience, applicants must have at least two years of experience in contracting positions; and have completed all contracting courses required for a contracting officer for positions at the level and grade at which the person is serving.
