Summary This position serves as a Supervisory Inventory Management Specialist for expendable (EX) assets/material at the VA Health Care System (VA HCS) located in Canandaigua, NY, and supported catchment area. Supervises multiple supply series of consumable medical supply/inventory used in the healthcare system as well as the micro-purchase program. Responsibilities Duties include, but may not be limited to the following: Develops strategies for implementing expendable automated replacement systems, supply technologies and/or business practices. Conducts short, mid and long-term advanced planning for expendable items and durable medical equipment. Develops and supports the creation of acquisition strategies and standardization initiatives to acquire and purchase durable medical equipment. Plans and directs a consumable management program. Develops position descriptions and performance standards and conducts performance reviews. Directs and oversees the inventory management, and control and distribution of expendable inventory program. Writes, develops, interprets and implements policies and procedures. Ensures subordinates independently manages inventory, sets initial stock and par levels and reorders points and resolves issues. Oversees and supervises a variety of employees and sections. Monitors and manages multiple inventory fund control points. Conducts market research on product pricing and performance. Oversees the use of automated inventory management systems Analyzes, studies, develops, and directs systems with expendable requirements. Reviews and analyzes performance measures and implements process improvements. Implements best practices, principles, tools and concepts to evaluate and improve supply system performance. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. Examples of specialized experience would typically include, but are not limited to: planning, directing and managing the activities of the Material Management Section, to include property management, equipment management, full warehouse receiving, and distribution; overseeing the inventory management, control and distribution of expendable inventory for a VA HCS and supported catchment area; ensuring maximum effectiveness in the management of inventories Establishes procedures and overseeing and reviewing physical inventories and supply reconciliation; analyzing, studies, developing, and directing systems in connection with the EX requirements in the medical center's annual budget development and strategic planning. Physical Requirements: Day-to-day management is difficult to administer as a substantial portion of property assets are located in geographically dispersed areas, CBOCs, and other agencies within the catchment area who do not report to the VHA.
