Independently or as a Team Leader, serves as a technical expert for Compliance Domain systems development and undertakes technically complex projects/studies requiring coordination across functional lines service wide. Develops or assists other developers with software applications for the PC/Server/Web portal environment, using languages and technologies such as Java, J2EE, XML, HTML, SOAP, SQL, DB2, Oracle, other object-oriented language and/or other Web technologies. This includes understanding syntax, creating, compiling, executing, testing, and debugging programs, functions, and objects. Specialized Experience GS-14 Level: In addition to meeting basic requirements, to be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service, specialized experience includes: Leading or coordinating IT projects, application-related efforts, operational initiatives, or system-related activities that affect multiple users, teams, programs, or business processes. Applying advanced IT principles, concepts, methods, and practices to evaluate requirements; resolve technical issues; guide system, application, or code testing and configuration decisions; and ensure technical documentation and federal cybersecurity, privacy, or regulatory requirements are addressed. Engaging customers, stakeholders, users, product or business owners, and technical teams to define business or technical requirements, communicate technical impacts, and guide delivery of secure, reliable, scalable IT solutions. Evaluating system, service, or application performance, availability, reliability, security controls, usability, and operational effectiveness; identifying risks, issues, defects, or gaps; and leading corrective actions or improvement efforts. Analyzing competing technical approaches and providing authoritative recommendations to management, stakeholders, or IT specialists on the selection, design, configuration, implementation, or improvement of IT solutions with organizational impact. Utilizing IT security concepts, standards, methods and compliance requirements; applying project management principles and practices including developing plans and schedules, estimating resources, defining milestones and deliverables, monitoring activities and evaluating project accomplishments. Applying IT principles, techniques, requirements, Software Life Cycle (SLC) concepts, and business process improvement methods to identify issues, develop solutions and resolve application or system issues while ensuring they adhere to security and governance requirements. Applying enterprise architecture principles, application development standards, IT infrastructure concepts, or organizational policies and procedures governing application development, cyber security, risk management and compliance of IT services. Leading or coordinating teams involved in the development, implementation analysis, design and maintenance of critical software applications for the PC/Server/Web Portal environment using technologies such as Java, J2EE, XML, HTML, SOAP, SQL, DB2, and Oracle or other object-oriented programming languages or web development tools. Developing technical documentation such as Standard Operating Procedures (SOPs), Handbooks, technical papers and training packages to plan and lead project teams. Preparing and presenting technical IT information both orally and in writing to executives, stakeholders, customers and team members to support IT operations. AND You must also meet the following requirement(s): PERFORMANCE RATING: Current federal employees must have at least a fully successful or equivalent performance rating to receive consideration.
