Work involves planning, developing, coordinating and implementing major agency program(s) and providing consultative services to program staff, division and Department leadership, governmental agencies, or the general public. Works under limited supervision, with considerable latitude for the use of initiative and independent judgement.The following Military Occupational Specialty codes are generally applicable to this position. https://hr.sao.texas.gov/Compensation/MilitaryCrosswalk/MOSCProgramManagement.pdfApplicants must fully complete the summary of experience to determine if minimum qualifications are met.ESSENTIAL DUTIES / RESPONSIBILITIES: Utilize agency project management standards and policies to manage, conduct, coordinate, oversee and/or evaluate projects and operations related to RSD regulated business, project activities with other state agencies, governmental jurisdictions or private sector partners and contractors for process improvements, product enhancement, product replacement and new product development. This work includes activities related to RFI/RFO process, such as participating in the development of solicitations, contracts, and amendments by identifying provider resources, describing services to be rendered, evaluating information supplied by bidders, and suggesting negotiation points for contract specifications. Establish goals and objectives; develop and approve schedules, priorities and standards for achieving and monitoring realization of goals. Establish and analyze resource metrics for potential improvement of allocation of resources and goal achievement. Provide technical guidance for RSD sections on division projects and those that impact RSD at an agency level, providing an interface and bridging communication to/from the Agencys Information Technology (IT) Division, Cyber Security Division and the Enterprise Data Office to accomplish departmental goals. Provide oversight of program implementation including all activities, outputs, and outcomes related to project management and administration, including reporting, budget development and monitoring, financial transactions, execution of project plans, and project performance. Plan, assign, direct, supervise, oversee, document, and evaluate the work of direct reports and assigned cross-functional team members (matrix managed staffs). Plan training requirements for both technology and leadership development of staff. Identify potential divisional project/product risks and difficulties and/or potential benefits and develop and implement mitigation/exploitation strategies. Develop and implement techniques for evaluating business functions or divisionor department activities, including establishing and reviewing business workflows to achieve operational efficiencies. Review and interpret proposed legislation for departmental impact. Interact with appropriate Department division or vendors to plan and implement legislative changes requiring systematic (software or hardware) changes and support, to include obtaining estimates for related costs and effort. Evaluate employee performance and make recommendations for program staff personnel matters related to changes in the status of assigned employees (career ladder promotions, transfers, disciplinary actions, merit awards, etc.) as well as maintain various personnel records of program staff according to Department policies. Coordinate and participate in the interview processes for the program area, evaluate staff performance and provide staff with professional development opportunities to maintain efficient and effective progress toward attainment of program objectives. Develop and oversee the preparation, quality testing, and distribution of management and productivity reports and studies to include program metrics. Interpret and report to executive management metric results and analysis. Coordinate and review public content on division web pages to ensure standards of readability have been met, and to ensure division compliance with all legislative requirements. Ensure Program Operations staff perform ongoing review and maintenance of the web page content for information accuracy and completion of any required updates. Represent the business function in division, or department meetings, hearings, trials, training seminars, conferences, and seminars, or on boards, panels, and committees, about regulatory programs or issues. Develop and evaluate budget requests; monitor budget expenditures; and adjust budget requirements as necessary.
