This role supports the Office of the Chief Information Officer (OCIO) and its Division of Network Services. It contributes to OCIO's mission by helping manage and maintain the Department of Labor's enterprise network infrastructure, ensuring secure, high-performing systems, reliable service delivery, and effective client engagement across all DOL platforms and technologies. Major duties include, but are not limited to: Manage and oversee all Network Operations Center functions, services, and staff, including defining network requirements and architecture; configuring and optimizing servers, hubs, routers, and switches; and monitoring capacity, performance, and troubleshooting network issues. Plan, organize, and direct employees, ensuring that activities and products comply with legal and regulatory requirements and meet customer needs. Develop goals and objectives that integrate OCIO, DOL, and customer objectives. Lead enterprise-level modernization initiatives, including planning and directing the migration of complex IT projects. Oversee cross-organizational boards, committees, working groups, and other integrated groups to address IT programs and projects. Plan, design, and manage the enterprise structural framework to align IT systems with DOL's mission and business processes. Maintain and grow policies that protect the integrity and confidentiality of DOL systems, networks, and data. Ensure solicitations, source selection, and contract administration comply with Federal Acquisition Regulation (FAR) and DOL policies. Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Applicants must meet ALL of the statements below to be found qualified. Qualifying specialized experience for GS-14 includes: Experience overseeing enterprise network circuit lifecycle, including planning, configuring, monitoring, and optimizing routing, bandwidth, and circuit performance. Experience coordinating and supervising facilities related IT infrastructure work, including preventative maintenance, facility driven IT projects, and integrating network requirements into site layouts and equipment deployments. Experience serving as a liaison across cross functional IT teams, coordinating facility based activities, resolving infrastructure gaps, and ensuring accurate provisioning and support of circuits and network components. Experience providing senior technical guidance and oversight, evaluating network and circuit performance, coordinating installations, and troubleshooting, and working with vendors and regional staff to resolve IT and circuit issues.
