Responsibilities Serves as the Clinical Specialist for Family Advocacy Program (FAP), Behavioral Programs Branch, Marine and Family Programs Division (MF), Headquarters Marine Corps. Provides policy guidance and other functional support to ensure the quality execution of counseling services on installations addressing a range of behavioral health issues including anxiety, depression, stress, violence, coping and other factors which detract from an individuals behavioral health. As a FAP clinical program specialist, the incumbent uses ingenuity in extending and adapting existing guidelines and in providing for the development of new methods and techniques in the absence of appropriate guidelines. The incumbent provides a framework of guidelines used by behavioral health clinical staff across the Marine Corps and others directly involved with the FAP through professional leadership, guidance, and authoritative consultant services on behavioral health services. Assists in developing program objectives, new performance standards, program evaluation tools, monitoring procedures, and program review criteria. Exercises analytical ability, judgment, discretion, and applies a thorough knowledge of management principles, practices, methods, and techniques to analyze accuracy of planning processes and procedures to recommend improvements. Responds to audit requests for information to brief executive level personnel for their use during programmatic decision making Marine Corps wide. Responsible for assisting in writing and maintaining all FAP clinical service requirements currently seen in the Marine Corps Order on Family Advocacy. Develops partnerships with DoD and other federal agencies impacting behavioral health clinical programs. Represents the Marine Corps in coordination of DoD and Secretary of the Navy (SecNav) policy development to ensure the needs and priorities of the Marine Corps are adequately represented. Makes recommendations for official Marine Corps comments on draft DoD and SecNav policies. Reviews and interprets new and established DoD and DON directives, instructions, and regulations for potential policy or operational impact on the Marine Corps prevention and family support programs. Develops and prepares Marine Corps instructions, operating policies, inspection procedures, and guidelines, and recommends changes and adjustments to assure accomplishments of prevention and family support program goals and objectives in conjunction with the MF mission, strategic plan and vision. Serves as liaison between the Office of the Secretary of Defense, other military services, and HQMC management officials as requested. Conducts special projects related to clinical services and family support such as program study assignments involving organizations, operations, and functions integrated with: education, training, substance abuse prevention, suicide prevention, family violence prevention, and personal financial management throughout the Marine Corps for complex multi-mission installations. As required, represents the Marine Corps at different forums concerning Behavioral Programs. Maintains professional contacts with officials in appropriate Marine Corps commands, adjacent military Services, the DoD, and Congressional staffs, to monitor current policies, determine Marine Corps compliance with current programs, and to identify trends which affect Marine Corps programs. Collects data from diverse sources and uses them to produce meaningful management analysis. Develops correspondence, point papers, briefs, and other items for HQMC General Officers. Develops and revises guidelines and training materials, and models operating procedures for use by agency officials; develops program plans and proposals to meet program requirements; provides program support to improve and sustain the capabilities of commanders, Marines, and family members, to (1) prevent problems that detract from unit performance and readiness, and (2) aid in coping successfully with the Marine Corps lifestyle. Collaborates with other Behavioral Programs sections to review, develop, recommend, and monitor measures of effectiveness for FAP clinical capabilities to ensure that Marine Corps training requirements are executed appropriately and program needs are met. Performs other related duties as assigned. This is a white-collar position where occasional lifting up to 20 lbs may be required. Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Master's Degree in one of the behavioral sciences and must be able to meet DoD Credentialing and Privileging standards. Must have a current state license to practice independently as a Clinical Social Worker, Marriage and Family Therapist, Professional Counselor, or Clinical Psychologist and must provide a photocopy of license with their application. Two years of post-graduate experience in various modalities and skill to provide individual, group, couples and family treatment/counseling in the area of domestic abuse and/or child abuse and neglect. Experience that demonstrates that subject matter expertise in behavioral health treatment, clinical program development, professional training, clinical supervision theory and practice, licensing and certification requirements, and other aspects of treatment. Experience that demonstrates the ability to provide expert technical assistance to professionals in the field and the ability to introduce innovative approaches and extension of established methods and practices. Experience that demonstrates comprehensive knowledge of domestic abuse and child abuse/neglect treatment. Experience that demonstrates skill to review, modify, develop, and implement domestic abuse and child abuse/neglect intervention programs that are timely, relevant to military commanders, needs, flexible, and sustainable in execution. Experience that demonstrates skill to conduct presentations, prepare/obtain training materials and deliver education and training using a variety of techniques and methods on domestic abuse and child abuse/neglect intervention.
