GENERAL DESCRIPTION:
The Workforce Center Manager provides leadership and strategic direction for the daily operations of a Wyoming Workforce Center. This position supervises and develops a team of workforce professionals, ensures the effective and compliant delivery of multiple federal and state workforce programs, and promotes exceptional customer service. The Workforce Center Manager builds collaborative partnerships with employers, educational institutions, community organizations, and workforce system partners to connect job seekers with employment opportunities, support business workforce needs, and strengthen the regional workforce.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed at the job level.
Provide leadership, supervision, coaching, and performance management for Workforce Center staff while fostering a culture of accountability, collaboration, continuous improvement, and exceptional customer service.
Direct the daily operations of the Workforce Center, ensuring efficient service delivery, appropriate staffing, operational effectiveness, and a welcoming environment for customers and staff.
Oversee the administration of multiple federal and state workforce programs, ensuring compliance with applicable laws, regulations, policies, grant requirements, and performance expectations.
Monitor program performance, service quality, and customer outcomes, implementing strategies to improve operational effectiveness and achieve workforce program goals.
Lead workforce development initiatives that connect job seekers with employment opportunities and employers with qualified talent through employment, training, and business services.
Develop and maintain collaborative partnerships with employers, educational institutions, community organizations, economic development entities, and workforce system partners to strengthen regional workforce initiatives.
Collaborate with Business Training and Support Unit (BTSU), Unemployment Insurance (UI), Vocational Rehabilitation (DVR), Adult Education, Veterans Services, and other workforce partners to ensure coordinated, customer-focused service delivery.
Work closely with Department leadership to implement statewide initiatives, operational priorities, policy changes, and continuous improvement efforts.
Represent the Department of Workforce Services within the community by serving on committees, participating in workforce initiatives, and promoting Workforce Center services.
Qualifications
PREFERENCES:
Preference may be given to individuals with experience working within federal programs.
KNOWLEDGE:
Demonstrates a commitment to continuous learning while fostering the professional growth and development of staff and supporting positive outcomes for customers.
Strong knowledge of human services principles and practices.
Strong interpersonal and communication skills.
Knowledge of business principles, economic and community development.
Knowledge of federal, state, and local employment trends.
Knowledge of local labor market information and its effect on the economy.
Ability to exercise judgment in applying established procedures and regulations.
Ability to use critical thinking techniques such as logic and reasoning to identify strengths, weaknesses, alternative solutions, and conclusions to problems.
Ability to lead with initiative, prioritize competing responsibilities, and make sound decisions independently.
Knowledge of federal and state workforce policies and the ability to ensure compliance through effective documentation, program oversight, and staff accountability.
Strong understanding of crucial leadership qualities such as vulnerability, trust, values, and resilience.
Ability to prepare and present to large and small groups.
Be able to adapt, evolve, and promote change management concepts.
MINIMUM QUALIFICATIONS:
Education:
Bachelor's Degree (typically in Business or Human Services)
Experience:
0-3 years of progressive work experience (typically in Business or Human Services) with acquired knowledge at the level of an Employment Services Specialist
OR
Education & Experience Substitution:
4-6 years of progressive work experience (typically in Business or Human Services) with acquired knowledge at the level of an Employment Services Specialist

PHYSICAL WORKING CONDITIONS:
Travel is required for this position and some travel may require overnight stays.
