At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget.
Our directorates related to Mission Support & Operations include Office of General Counsel, Business Services, Communications and External Engagement, Operational Systems, Communications and Information Technology, and Performance Management.
The Business Services Directorate (BSD) provides crucial financial, procurement and sales, and project management services to PNNL, as required under our management and operations contract for operating the Lab on behalf of the Department of Energy. Responsibilities
The Finance & Accounting Administrator performs a variety of financial and/or accounting activities, which may include the maintenance, control, analysis and development of complex financial/accounting records, reports and systems and their ongoing support. Provides or assists with business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and sound business practices. Adheres to and communicates business policies and procedures, including training and interpretation for the various organizations supported.
Works closely as a member of an internal team to process payroll, taxes, and benefit deductions for Laboratory staff on a weekly basis.
Performs payroll related activities such as new hire set-up, processing of special payments, termination evaluation, balance adjustments, and corrected W-2s.
Works autonomously within established procedures and practices.
Reconciles invoices and prepare payments to payroll and benefit vendors.
Partners with Human Resources and other stakeholders to ensure integrity of time billing, compensation, and benefit related integrations.
Provides customer support to Laboratory staff with regards to pay and guidance on requirements related to internal and external policies, rules, and regulations.
Develops expertise in both the Payroll and Time Billing systems and works closely with IT on testing and issue resolution.
Proactively communicates issues to management including options for resolution.
Identifies and recommends process improvements within functional operations.
Collaborates with team to effectively evaluate and communicate job-specific information.
Has a knowledge and/or depth of skills in multiple payroll related processes, procedures, and systems.
Provides support to Payroll Manager and Payroll Specialists to ensure optimal effectiveness of the department.
This position requires onsite work for a minimum of two days per week. When working remotely, PNNL employees are expected to maintain the same standards, requirements, and expectations of staff working onsite. When working remotely, staff should be ready to go onsite on short notice to meet business needs.
Qualifications
Minimum Qualifications:
High school diploma/GED and 6 years of relevant experience -OR-
AA or higher and 4 years of relevant experience
Preferred Qualifications:
Knowledge of Battelle's financial systems and processes.
Knowledge and/or experience with Oracle HCM Payroll and PeopleSoft Payroll.
Demonstrate proficient use of standard office equipment; use of MS Office Suite (specifically Excel and Access).
Bookkeeping, accounting, and related systems experience; including government accounting.

Security, Credentialing, and Eligibility Requirements
As a national laboratory, PNNL is responsible for adhering to the Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which require new employees to obtain and maintain a HSPD-12 Personal Identify Verification (PIV) Credential. To obtain this credential, new employees must successfully complete the applicable tier of federal background investigation post hire and receive a favorable federal adjudication. The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job. All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation). Illegal drug activities include marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
For foreign national candidates:
If you have not resided in the U.S. for three consecutive years, you are not eligible for the PIV credential and instead will need to obtain a favorable Local Site Specific Only (LSSO) Federal risk determination to maintain employment. Once you meet the three-year residency requirement thereafter, you will be required to obtain a PIV credential to maintain employment. The tier of federal background investigation required to obtain the PIV credential will be determined by job duties at the time you become eligible for the PIV credential.

Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a "country of risk" without explicit approval by DOE and Battelle. Starting pay is calculated from the minimum of the pay range and actual placement in the range is determined based on an individual's relevant job-related skills, qualifications, and experience.
