Summary This position is located with Bonneville Power Administration, in the OT Internal Business Operations (JI), Operational Technology (OT) Services (J), Chief Information Office (J). A successful candidate in this position will serve as an analyst, advisor, and project manager providing technical support, research services, and operational and administrative assistance in planning, organizing, managing, integrating, and evaluating all the organization's programs and activities. Responsibilities As a Management & Program Analyst, you will: Provide support for projects, programs, strategies, systems, and processes and initiatives to evaluate and improve their efficiency, effectiveness, and productivity which are functionally critical for successful management and administration of BPA's mission and objectives. Serve as the technical lead management and program analyst responsible for administrative analytical and evaluative work related to the organization's activities and issues. Participate in strategic planning and policy development, analysis and reporting of metrics necessary for strategic planning and tactical decisions, continuous process improvement, analysis and maintenance of information. Analyze and evaluate, on a quantitative or qualitative basis, the effectiveness of the organization's systems and operations in meeting established goals and objectives. Provide the manager and staff with objectively based information for making decisions on the administrative and programmatic aspects of the organization's projects and activities. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience defined as: 1) applying analytical and evaluative techniques sufficient to identify and resolve complex issues or problems; 2) analyzing the work processes and functions of the organization to identify and recommend process improvements and help drive change within the organization; 3) analyzing and measuring information to develop recommendations for improvements; AND 4) advising leadership and managers on the implications of proposed management decisions with respect to personnel to take initiative in identifying personnel needs and potential problems. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
