The Weights & Measures Assistant Director manages the Division's large capacity scale and high-volume meter inspection programs, ensuring accurate and consistent enforcement of Minnesota weights and measures laws. This position oversees inspections of small, medium, and large capacity scales (including vehicle, railway, and hopper scales) and high-volume meters used in commercial transactions across the state.
This position hires, trains, and supervises Heavy Duty and High-Volume Investigators, and leads planning, coordination, and delivery of initial and annual training programs to maintain staff competency and regulatory compliance.
The Weights & Measures Assistant Director will also administer several operational programs, including vehicle and equipment purchasing and maintenance, the registered service program, and procurement of field inspection equipment and supplies. In addition, the position manages the Division's heavy capacity scale plan approval and variance program, ensuring installations comply with Minnesota statutes and rules.
Minimum Qualifications
Five (5) years of experience performing analysis, exercising judgment, and providing leadership that includes:
Installation, testing, and use of commercial weighing and measuring devices, including principles, practices, and approved methods used to test devices for compliance with regulatory standards.
Demonstrated supervisory or leadership experience, organizational and interpersonal skills to direct, develop and engage staff.
Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g. ELI or SLI) or comparable leadership program.
A Bachelor's degree in Mathematics, Chemistry, Physics, Engineering, Metrology, or a closely related field may substitute for one (1) year of experience.
An Advanced degree in Mathematics, Chemistry, Physics, Engineering, Metrology, or a closely related field may substitute for eighteen (18) months of experience.
Applicants who meet the above education/experience requirement will be further evaluated based on the following:
Program management skills, including the ability to plan, coordinate, and evaluate operational programs or regulatory activities.
Knowledge of regulatory inspection programs and the ability to interpret and apply statutes, administrative rules, and technical standards.
Technical knowledge of vehicle and specialized equipment maintenance sufficient to support field inspection operations.
Computer proficiency, including experience using Microsoft Office applications and working with databases or data management systems.
Communication skills sufficient to clearly explain complex technical and regulatory requirements to both technical and non-technical audiences.
Preferred Qualifications
Current or prior National Council on Weights & Measures (NCWM) Professional Certification in any competency area.
Supervisory or management experience within a regulatory agency or an organization that manufactures, sells, services, or uses commercial weighing and measuring devices.
Successful completion of National Institute of Standards and Technology (NIST) training courses related to weighing and measuring devices or packaged goods inspection.
Active participation in the National Council on Weights & Measures (NCWM) or one of its regional associations.
Experience using WinWam inspection software or similar regulatory inspection data systems.
Experience administering quality systems or inspection program quality control processes.
Possession of a valid Class B Commercial Driver's License (CDL).
Physical Requirements
Requires occasional moving of articles such as boxes, accounting records, laptop computer, and portable printer.
