Summary You will serve as a HUMAN RESOURCES SPECIALIST in the TEAM SUBMARINE (Director, Submarine Programs) Human Resources Office, servicing SUPSHIP Groton. You will develop and implement recruitment strategies for hard-to-fill positions. You will advise managers on staffing options, hiring flexibilities, pay setting, promotions, and other compensation-related matters. You will introduce and/or implement innovative approaches to resolve unusual or difficult issues significantly impacting important policies or programs. You will prepare and present briefings to provide status updates, identify potential problem areas, and to present findings, recommendations, and results of studies, analyses, and special projects. You will prepare and present briefings on study findings, recommendations, and project status, negotiate management acceptance of proposals, and serve as a resident expert and consultant on recruitment and placement programs. You will lead or participate in various workforce programs, developing and delivering briefings, reports, and correspondence. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 pay band (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector providing human resources advisory services in HR functional areas (e.g., recruitment and placement, classification, labor and employee relations, or human resources development) to ensure program efficiency and optimization of HR operations. Education Additional Information The NH-03 broadband is equivalent to the GS-12 and GS-13 grade levels. This position is covered by the Department of Defense Priority Placement Program. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
