Position SummaryThe individual in this position performs responsible professional work involved with managing or planning remodeling and new construction projects of the District's buildings.
Supervision Received and ExercisedReports to a department manager or unit supervisor. May exercise supervision over lower-level staff.
Minimum QualificationsBachelors Degree in Architecture, Engineering, or a closely related field. Five (5) years of work experience in educational/institutional/commercial construction, which must include two (2) years of direct project management experience. Experience/success managing to scope, schedule and budget for small- to mid- complex construction projects preferred.Or an equivalent combination of education, training, and/or experience.
Preferred QualificationsRegistration as a Professional Architect or Engineer in the State of Minnesota. Leadership in Energy and Environmental Design (LEED) Accredited Professional. Minnesota Driver's License may be required.Other knowledge, skills, abilities, and credentials required for a specific position.
Knowledge, Skills and Abilities Knowledge of building codes, ordinances, standards and regulations including, but not limited to, Minnesota State Building Code, ANSI A117.1, the Americans with Disabilities Act, and City of St. Paul zoning and related legislation. Knowledge of educational space planning practices.Knowledge of strategic planning; conceptual management/organization; academic space planning and utilization. Considerable skill in data management, recordkeeping, research, analysis and reporting. Considerable skill in utilizing computer systems in the performance of job responsibilities. Ability to be detail orientated and accurate in the recording of project information. Ability to communicate effectively with individuals and groups. Ability to communicate effectively, both orally and in writing. Ability to coordinate multiple activities simultaneously.
ResponsibilitiesThe essential job functions include, but are not limited to, the following fundamental duties:
Personnel ManagementAssists in the development of the preliminary conceptual designs, budgets, and time estimates for assigned projects. Coordinates the work of assigned project team members; provides technical direction and support as needed. Participates as a team member in the planning and programming phase of project plans. Acts as lead facilitator of project processes throughout the project design project. Identifies the need for external consultants and contractors. In consultation with the department manager, negotiates contracts with the same. Monitors and evaluates performance of consultants and contractors. Assists in the financial oversite for the projects assigned. Assists in the establishment and updating of design standards for the District. Manages, reviews, and approves invoices, pay applications, and change orders.
Facilities ManagementIdentifies events that could alter the scope, budget, and schedule of the project; and develops contingency plans for meeting objectives. Analyzes, compares, and evaluates various courses of action and makes decisions under the general direction of the department manager on matters of significance within the scope of position responsibilities. Examines plans and specifications for district buildings prepared by external consultants and contractors and proposes changes as required to comply with District standards or industry best practices; ensures standards are met.
Observes the construction of district buildings and monitors project quality control and conformance to project objectives. Performs Facility Condition Assessments as assigned. Completes the required Minnesota Department of Education submittals for each assigned project. Participates in the maintenance of the budget for the Facility Master Plan Implementation Plan. Participates in supporting and updating the Facilities Master Plan. Participates in the updating of the Five Year Implementation Plan. Interfaces with, and uses, accounting, procurement, and project management software. Addresses miscellaneous site and maintenance issues and problems.
LiaisonCommunicates orally and in writing with peers, building staff, administration, and community members related to project design and construction.

Physical/Mental DemandsThe work is sedentary to light work which requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. Requires standing or sitting for sustained periods of time; walking or moving from one work site to another; manual dexterity to pick, pinch, @type, or otherwise work primarily with fingers; mental acuity including the ability to make rational decisions through sound logic and deductive processes; hearing to receive detailed information and to make the discrimination in sound; and the ability to express ideas and have close visual acuity. Additionally, the following physical abilities are required:Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.Reaching: Extending hand(s) and arm(s) in any direction.Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
Working ConditionsGeneral office setting with frequent visits to project sites; frequent interruptions and many deadlines to meet.
Pay, Benefits & Work Schedule
This is a 12 month position working 40 hours per week.
Pay range for this position is: $71,617 - $105,942
Maximum hiring step = step ten (10)
