SUPERVISED BY: This position reports to the Chief Operations Officer (COO) and will adhere to all policies and procedures of the St. John's Community Services.
Position Summary: The major responsibilities of this position will be to plan, develop and direct services for people with intellectual and developmental disabilities in the DMV; to assure adherence to SJCS philosophy, mission and quality standards in the implementation of those services; to be a member of and work cooperatively with the SJCS Leadership Team in the development and execution of strategic initiatives; and to support the development of new opportunities that further advance the mission and impact of SJCS, with an eye to diversifying funding streams and service lines, while increasing net margin. This position will also be the primary representative of SJCS in the DMV and will cultivate relationships that will further advance SJCS with key stakeholders such as government funders, donors, volunteers, ambassadors, and potential partners.

Essential Functions:
Assures adherence by all staff to SJCS mission, core values, guiding principles, business standards and administrative practices
Accountable for all DMV programs, operations and fiscal outcomes
Provides leadership within state for all operations/activities.
Ensures superior quality through implementation of quality assurance activities and maintenance of CARF accreditation. Responsible for all functions within parameters of SJCS policies and procedures as well as all applicable state/funding requirements.

Develops, cultivates and maintains internal and external relationships needed to implement program operations. Communicates actively and openly with all relevant parties including individuals served, families and guardians, funders, regulators, board members, and SJCS staff among others.
Develops and implements annual budgets with an eye to long term sustainability and increasing net margin. Actively participate in routine budget monitoring meetings with the SJCS Leadership Team and key managers.
Ensures recruitment, hiring, supervision, training and timely completion of performance evaluations for all staff. Provides training, mentoring and coaching to staff directly, as appropriate.
Participates with the Leadership Team in the development and execution of SJCS-wide strategic initiatives. Contributes subject matter expertise to advancing strategic initiatives in other SJCS jurisdictions.
Maintains a positive image for SJCS state subsidiary and the parent company.
Advocates at state, organization, individual, staff, and systems change levels
Performs other job-related duties as assigned.
Programmatic Functions:
Meet with QA Team and key managers on a regular basis
Supervise, train, mentor and coach staff as appropriate.
Manage performance including setting of goals and expected outcomes
Provides advocacy at various levels including state, organization, individual, staff, and systems.
Provides oversight of wellness and programmatic activities
Maintains working knowledge of all operations in state.
Acquires and assures maintenance of assets under support/control of SJCS.
Participates in professional development activities relevant to position.
Participates as a member of and works cooperatively with the SJCS senior management team.
Supports the development of and is a liaison to the designated state Board of Directors.
Performs other job-related duties as assigned.
Qualifications
Education and Experience:
A Bachelor's degree in Special Education, Rehabilitation or a human services related field is required with a Master's degree preferred.
A minimum of 3 years direct experience with individuals with intellectual or other disabilities is required.
A minimum of 5 years of administrative experience that includes the supervision of staff; budget preparation and maintenance; program development and implementation; quality assurance planning, implementation and auditing is required.
Must meet SJCS and funding jurisdiction current requirements for criminal background/records check.
Valid health certificate to meet current funding jurisdiction requirements is required.
Physical and Environmental Conditions:
Work requires no unusual demand for physical effort. The work environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices or meeting rooms, e.g., use of safe workplace practices with office equipment, and/or avoidance of trips and falls.
Ability to travel within state and to Home Office for organization functions (approximately 8 times per year)
