Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as a licensed Doctor of Veterinary Medicine for the Public Health Command-Pacific. Responsible for the Pacific Region specialty referral operations to include consultation Military Working Dog (MWD) / Government-Owned Animal (GOA) medicine and surgery program. Responsibilities Serve as an expert consultant in veterinary surgery, internal medicine, emergency critical care, and preventive medicine to veterinarians in support of Military Working Dogs (MWD), Government Owned (GOA) and privately Owned Animals (POA) Instruct VCOs, Veterinary Medical Officers, Externs, Animal Care Specialists, civilian technicians, and MWD/GOA Handlers in clinical and emergency skills, common and advanced procedures, and tasks for Military Working Dogs and authorized animals. Provides full services veterinary care and treatment to MWD and other GOAs to include interpretation of diagnostic imaging studies and other special test and procedures as well as emergency treatment and surgery. Provide formal and informal training in support of mission requirements, First Year Graduate Veterinary Education (FYGVE) training and Activity/Branch military occupation specialty (MOS) training. Prepare lectures and demonstrate veterinary procedures and practices. Instruct VCOs, Veterinary Medical Officers (VMOs), Externs, Animal Care Specialists, civilian technicians, and MWD/GOA Handlers in clinical skills and tasks. Perform emergency treatment and surgery on authorized animals. Track kennel inspections, determining compliance with applicable regulations across the Pacific Region. Ensure that animal import and export policies and procedures are adhered to and is responsible for the timeliness and accuracy of international agreements. Visit and assess veterinary organizations, other medical units, and non-medical units within a medical contingent to collect information about the units' capabilities. Evaluate personnel for quality and quantity of work, regulatory compliance, and effectiveness of service for the credentialing program. Oversee staff to assign work and ensure completion within required timeframes. Basic Requirement: Doctor of Veterinary Medicine (DVM) or equivalent degree, i.e., Veterinary Medical Doctor (VMD), obtained at a school or college of veterinary medicine accredited by the American Veterinary Medical Association Council on Education (AVMA). The AVMA web site, http://www.avma.org, has a listing of all AVMA-accredited veterinary medical schools. OR Graduates of foreign veterinary medical schools that are not accredited by the AVMA Council on Education (Refer to AVMA web site, http://www.avma.org for information about schools in this category) must meet one of the following requirements. Proof of certification of their final transcript by the Educational Commission for Foreign Veterinary Graduates (ECFVG) Possession of a permanent, full, and unrestricted license to practice veterinary medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States that includes successful completion of the North American Veterinary Licensing Examination (NAVLE)or its predecessors, the National Board Examination (NBE) and the Clinical Competency Test (CCT). Proof that the education obtained in a foreign veterinary medical program is equivalent to that gained in a veterinary medical program that is accredited by the American Veterinary Medical Association Council on Education. Under this provision, equivalency is established only if an AVMA-accredited veterinary medical school or college accepts the graduate's final transcript from the foreign veterinary medical school at full value for placement into an advanced degree, postgraduate educational program, or training program (e.g. residency or graduate program). Specialized Experience: Scientific presentations before professional groups; publication of medical reports in professional journals or publications; participation in seminars, advisory/working groups, and research groups; mastery of clinical medicine; or other related activities that contribute to the advancement of veterinary medical science are positive indicators of the quality of an applicant's experience. However, articles on the care of pets written for the general public would not be considered professional publications or qualifying specialized experience. AND One year of specialized experience which includes managing veterinary facility operations; providing technical direction to staff; developing and implementing process improvements; writing policies and guidelines; providing medical consultation to veterinarians; and instructing staff on veterinary clinical procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Licensure/Certification: This position requires a current, active, valid and unrestricted license as a Veterinarian in a state, the District of Columbia, or a territory of the United States. Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Examples of examinations that assess mastery of the English language are shown below: Test of English as a Foreign Language (TOEFL) - Minimum scores for the TOEFL are 560 for the paper-based version; 220 for the computer-based version; or overall score of 83 for the internet-based version (including 26 or higher in speaking, 26 or higher in listening, and 17 or higher inwriting). For the computer-based and paper-based test versions, applicants must also complete the Test of Spoken English (TSE) and the Test of Written English (TWE). Minimum required scores are 55 for the TSE and 5.5 for the TWE; Academic tests (listening, writing, and speaking) offered by the International English LanguageTesting System (IELTS). Applicants must achieve a minimum overall band score of 7.0, with atleast 7.0 in speaking, 6.5 in listening, and 6.0 in writing; OR Canadian Academic English Language Assessment (CAEL).
