General Statement of Duties / Distinguishing Features of the Class
The GIS Technician develops, analyzes, and maintains a variety of geospatial data within Butte-Silver Bow's Geographic Information System. The GIS Technician prepares web applications for field data collection, collects field data, performs quality assurance and quality control functions related to spatial data collection, and analyzes, interprets, and summarizes data to prepare maps, tables, and narrative interpretation for various reports. This role utilizes ESRI ArcGIS Pro within an ESRI Enterprise Platform and collects data utilizing ESRI ArcGIS Field Maps and Survey 1,2,3 applications to collect and prepare program-related spatial and tabular data according to requirements set forth by the Department of Reclamation governing agreements and plans.
Distinguishing Features of the Class
This is technical work involving responsibility for the collection, creation, and management of spatial data related to the Butte-Silver Bow Department of Reclamation Residential Metals Abatement Program, the Butte Reclamation Evaluation System, and Stormwater Infrastructure Evaluations. The products of work are created and used to establish data quality objectives for field data collection, preparation of digital and analog map products, and development of deliverables to meet reporting requirements and inform decision making. This class requires an employee to have working knowledge of geospatial principles, cartography, problem definition, solutions development, and geospatial communication.
The nature of the work performed requires an employee in this class to establish and maintain close cooperative working relationships with Department of Reclamation staff, Butte-Silver Bow Planning Department Geospatial Services Division employees, Public Works Director, Planning Director, regulatory and compliance agencies, and others.
The work is performed under the general direction and supervision of the Department of Reclamation and Environmental Services (DORES) Data and Outreach Manager, as well as the DORES Director, but some leeway is granted for the exercise of independent judgment and initiative.
Examples of Essential Work (Illustrative Only)
Performs field work, primarily, and on-site office work as well, as this is an in-person position.
Creates and maintains web maps and applications, digital features, and printed material for internal use.
Prepares maps incorporating spatial and tabular information using cartographic, analytical and other techniques to present GIS data in a variety of formats including digital, narrative and print graphics, as required.
Performs field data collection and field inspections to ensure the accuracy of spatial data and maps.
Performs digitizing, spatial data editing, attribute editing, data validation and related attribute information.
Maintains municipal and remedial infrastructure data using the ESRI Enterprise system.
Uses GPS (Global Positioning System) and tablets to gather data for GIS related use.
Collaborates with Reclamation and Environmental Services staff collecting, creating, managing, and sharing municipal and remedial infrastructure datasets using ArcGIS Field Maps and Survey 123, data-sharing platforms, online resources, and web-based databases and maps.
Reviews the data quality objectives of program-specific quality assurance project plans and standard operating procedures, verifies and validates data to eliminate instances of nonconformance, and manages document status to ensure operations within each program are following the guidance of the most current plans.
Assists in the preparation of program reports by querying, analyzing, and synthesizing data, translating spatial data into explanatory narratives. Compiles notes and submits reports as required.
Collaborates with colleagues, clients, contractors, and regulatory agencies in the creation and quality assurance of spatial data. Responds to questions, comments, and requests in a courteous and timely manner.
Generates and manipulates datasets, online resources, and printed maps incorporating spatial and tabular data to support field crews and office staff.
Performs routine maintenance of Department of Reclamation GIS data, records, and applications in accordance with Butte-Silver Bow Geospatial Services data quality objectives.
Modifies spatial data to prepare construction completion reports and data summary reports to fulfill regulatory reporting requirements.
Attends meetings, conferences, and workshops as requested and authorized.
Performs all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complies with the Health & Safety Program; maintains work area in a safe and orderly manner; identifies and reports unsafe conditions; reports all accidents; wears required personal protective equipment; and attends safety-related meetings, training sessions, fit testing, etc.
Performs all duties and work assignments in compliance with Geospatial Services and project quality requirements.

Required Experience, Training, Knowledge, Skills, and Abilities
Required Knowledge, Skills and Abilities
Thorough knowledge of GIS mobile software including Field Maps and Survey 123 for ArcGIS.
Thorough knowledge of GPS devices and software, (e.g. Trimble Cataylst)
Thorough knowledge of ArcGIS Enterprise and ArcGIS Pro.
Thorough knowledge of ESRI software's to include ArcGIS Online/ Portal, web maps, web application creation, and distribution of digital resources.
Strong data management skills and ability to manage data in an enterprise system.
Thorough knowledge of Microsoft Office suite and related software
Ability to QAQC field data and imported features for analysis, archiving, and redistribution.
Ability to trouble-shoot errors and research solutions for basic GIS inquiries and collaborate with the Geospatial Services staff to resolve complex Enterprise level challenges.
Ability to share, distribute, and classify geographic data through online maps and databases.
Ability to articulate the functions of GIS concepts, both orally and written, and the importance of geographic information in the functioning of a city-county government using both technical and non-technical language.
Ability to organize, prioritize and coordinate with accuracy and speed under the pressure of time-sensitive deadlines.
Ability to work in the field in all weather conditions to obtain onsite information.
Ability to quickly learn and apply new skills and knowledge brought about by rapidly changing information and/or technology.
Performs ongoing maintenance and cleanup of datasets in a constant effort to improve data accuracy and integrity.

Required Education, Experience and Training
Associate's degree or GIS certificate from an accredited college or university in Geography, Forestry, Ecological Restoration, Computer Science, Surveying, or related field, or two-year community college or technical school degree with combined work experience in related fields above.
Experience, with increasing responsibility to meet requirements of the position, operating, implementing, and maintaining automated mapping and/or Geographic Information Systems; or
Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.
Desirable Special Qualifications
Experience with public utility infrastructure and distribution systems.
Experience collaborating with state and federal regulatory agencies.

Required Special Qualifications
You must possess a current Montana Driver's license or have the ability to obtain one within a reasonable period of time after employment.
Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance:
"2.08.010 Residence during employment.
From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of employment by the government of Butte-Silver Bow.
