About this position:
This position is responsible for managing a multimodal program which includes engineering, maintenance, construction, and safety aspects of public use airports, ports, navigable waterways, short line railroads, and commercial trucking initiatives throughout Louisiana's multimodal system. The projects optimization manager, within the Louisiana Office of Multimodal Commerce, will provide strategic insights and project management oversight for initiatives enhancing the state's passenger, freight, mobility infrastructure.

Minimum Qualifications
Five years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
Six years of full-time work experience in any field plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
A bachelor's degree plus two years of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services; OR
An advanced degree plus one year of experience in the development, implementation, or administration of a transportation or safety program; or in engineering, architecture, geography, human resources, financial operations, information technology, risk management, policy planning, or administrative services.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Manages the full lifecycle of assigned special projects, from conception and feasibility studies to implementation, monitoring, and closure. Coordinates the strategic integration of airports, ports, waterways, rail, and freight programs to ensure a seamless and efficient transportation network that supports the state multimodal commerce plan and innovative initiatives.
Serves as a liaison between state agencies, port authorities, airport commissions and authorities, rail operators, private logistics firms, federal partners, and industry stakeholders to ensure cohesive project implementation and alignment with the Louisiana State Modal Plans to ensure projects are completed on time, within budget, and meet established performance metrics for Louisiana's critical infrastructure.
Ensures compliance with state and federal law, Louisiana Administrative Code, department and office policies and procedures, and applicable federal programmatic rules and regulations. Lead and oversee critical, non-routine, and strategically important projects focused on enhancing the efficiency, safety, and integration of the state's or region's multi modal transportation network. Analyzes current and proposed state and federal transportation policies. Develop recommendations to the Deputy Commissioner and Commissioner of Multi modal Commerce on policies that support the optimization of Louisiana's airports, ports, waterways, rail systems, and freight movers.
Provides training, technical assistance, oversight, ethics advice, expertise, and consultation to program officials, awardees, review panels, applicants, recipients, and subrecipients as needed or assigned. Conducts seminars on multimodal transportation regulations and operations of public facilities for airport sponsors, port directors, industry stakeholders, and other interested stakeholder groups.
Performs data analysis and reporting for the Deputy Commissioner and Commissioner of Multimodal Commerce. Prepares detailed reports and dashboards for executive leadership highlighting project impact and key performance indicators.
