This position is at the National Credit Union Administration (NCUA) in the Eastern Region. This position serves as a Management Services Specialist (Programs). Responsibilities At the CU-09 grade level, you will serve in a developmental capacity performing the duties described below under closer than normal supervision. Assignments will become progressively more difficult until the full-performance level (CU-11) is reached. As a Management Services Specialist (Programs) at the CU-11 grade level, you will: Formulate the annual budget estimate for the region and conduct the mid-session review as well as input final budgetary information into a variety of financial systems and prepare related budget forms, schedules, and reports. Serve as the point of contact for the requisition of services, supplies, and equipment for the region using a variety of purchasing procedures to make the acquisitions. Prepare procurement packages to include Statements of Work, Statements of Objectives, Market Research Reports, and Government Cost Estimates. Plan and coordinate regional conferences and meetings which includes making hotel reservations and travel arrangements for external guest speakers and serves as the Contracting Officers Representative (COR) at these events. Provide advice and guidance to regional staff on travel regulations and assist staff in the preparation of relocation travel orders as well as reviewing relocation vouchers for appropriateness and making recommendations to senior management. Provide a variety of administrative support services for customers and senior management throughout the region. Requirements Conditions of Employment Qualifications Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To meet the minimum qualification requirements for the grade CU-09, you must have one of the following (A, B, or C): A. EXPERIENCE: One (1) year of specialized experience equivalent to CU/GS-07 level (obtained in the public or private sector) that has equipped the applicant with the competencies (knowledge, skills, abilities) to successfully perform the duties of this position. This must include experience: 1) providing administrative support services which includes assisting with the procurement of supplies, equipment and/or services; 2) assisting with budget formulation activities for an organization; 3) assisting in the preparation of written correspondence, presentations, and reports using automated software; and 4) providing administrative support for meetings, conferences, or training events. OR B. EDUCATION (Graduate-level): Completion of two (2) full academic years of progressively higher graduate-level education, or a master's degree in an accredited college or university in a course of study that demonstrate the knowledge, skills, and abilities necessary to do the work. OR C. COMBINATION: A combination of education and experience described in "A" and "B" above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree in excess of 18 semester hours and divide by 18 semester hours or equivalent. Then take the number of months of full-time experience and divide by 12 months. Add the percentages together. The total must equal at least 100% to qualify. To meet the minimum qualification requirements for the grade CU-11, you must have one of the following (A, B, or C): A. This must include experience: 1) providing administrative support services for an organization which includes coordinating and managing requisitions for supplies, equipment and/or services; 2) researching and compiling budgetary data for the formulation of budget estimates; 3) preparing a variety of written correspondence, presentations, and reports using automated software; and 4) assisting in the coordination of conferences and/or training events. OR B. EDUCATION: Completion of three (3) full academic years of progressively higher graduate-level education or Ph.D. or equivalent doctoral degree in a course of study that demonstrate the knowledge, skills, and abilities necessary to do the work. OR C. COMBINATION: Completion of an equivalent combination of acceptable graduate level education and experience as described above sufficient to equal 100% of the job requirements.
