Summary The Administrative Officer (AO) serves as the principal administrator for the Mental Health Service Line (MHSL) within the Beckley VA Medical Center, guiding and coordinating the full range of administrative technical, analytical, and programmatic support activities essential for the delivery of high-quality mental health services to Veterans. Responsibilities Major Duties include but are not limited to: Provides oversight, guidance, and independent decision-making for day-to-day MHICC operations Directs equipment and space management allocates, monitors, and adjusts assignments to support changing service needs Verifies equipment orders and ensures balanced resource distribution Advises staff on writing, policy, and confidentiality requirements Develops, implements, and revises short- and long-range administrative policies and procedures for mental health operations (including budget, supplies, staffing, contracts, construction, space) Leads program analysis and performance improvement efforts, collects, analyzes, and reports operational data; develops quality and productivity standards Oversees tracking of staff attendance, timekeeping, and leave Coordinates staff training for clinical and administrative data systems and ensures accurate and user-friendly reporting Acts as a point of contact and representative for MHICC at internal and external meetings regarding program performance and improvement initiatives Continuously reviews and recommends changes to workflow, procedures, and reports to improve efficiency, reduce duplication, and support best practices. Assesses MHICC resource needs, tracks budget and expenditures, and recommends allocation; manages and monitors all phases of budgeting and spending Prepares and justifies annual budgets; maintains control of funds and assures compliance with accounting standards Manages supply purchasing, contracting, and procurement, including statement of work development, market research, contractor communications, and maintaining documentation Resolves contract and financial discrepancies; Handles employee, Veteran grievances and labor-management relations Assists with position descriptions, performance standards, evaluations, and recruitment/retention Collaborates with human resources, legal, EEO, and other offices Ensures rapid identification Facilitates timely care for Veterans with acute conditions Coordinates with internal and external stakeholders to oversee interfacility Mental Health consults, maintaining consult tracking systems for timely processing Collects, analyzes, and reports data on consult status and outcomes for leadership review and continuous improvement Establishes, manages, and updates Mental Health clinic profiles within appointment scheduling systems Advises staff on administrative processes related to clinic setup, ensures correct coding and billing alignment (DSS, ICD, CPT), and monitors appointment scheduling policies Provides training on VISTA scheduling, registration, and workload monitoring to all appropriate Mental Health staff Supports onboarding and orientation of new staff regarding scheduling protocols and clinic workflow procedures.
