Role Overview:
This role serves as a key technical and operational liaison between PeopleSoft and the State's procurement functions, ensuring seamless system integrations, data accuracy, and alignment between internal workflows and public-facing solutions. The consultant oversees and maintains ERP access and procurement specific security, supporting user integrity and resolving access-related issues to keep procurement systems functioning reliably.
The role will lead the Essential Services and Support functions of the team. The position collaborates extensively with the Enterprise Procurement Solutions team, IDOA Procurement, agency partners, and external stakeholders. Core responsibilities include assessing customer needs, identifying and executing resolution paths, coordinating appropriate system access, and supporting compliance objectives across procurement operations.
Success in this role requires the ability to translate complex technical requirements into practical, actionable solutions that support both internal procurement operations and external transparency needs. The individual must be detail-driven, highly collaborative, and proactive in managing system reliability and customer support.
Key Responsibilities
Oversee daily procurement-related system support for PeopleSoft and other IDOA applications to ensure stable, reliable functionality.
Administer PeopleSoft Procurement access and security, resolving user issues and maintaining strong controls that uphold system integrity and compliance.
Execute key compliance duties, including transparency postings, RFQ uploads, ticket resolution, and providing policy and process guidance to agency procurement staff to assure compliance.

Salary:

A Day in the Life:
The essential functions of this role are as follows:
Support and provide oversight for all purchasing and sourcing of commodities and professional services at Executive Branch Agencies.
Provide support for travel, credit card purchases, PO review/approval, and related PeopleSoft modules.
Source, negotiate and manage all statewide contracts benefiting multiple state entities.
Provide direction, guidance and assistance to agency staff, vendors, and other stakeholders related to procurement.
Resolve problems related to the administration of contracts.
Analyze information, prepare response, and take any necessary action with vendor, agency, or employee.
Serve as liaison between vendors, the agency, and employees.
Maintain vendor contacts to investigate discrepancies, exchange information and resolve issues.
Troubleshoot problems related to procurement including system issues or discrepancies.
Provide input on solutions and suggestions for improvements to administration and execution of contract management, procurement, and supplier performance.
Create and interpret complex quantitative and qualitative analysis, form hypothesis, synthesizing conclusions, and assisting to implement change.

This position is exempt from overtime compensation for additional work hours which may be required to complete essential functions or other assigned work. Exempt employees may work more than 75 hours in a pay period without additional compensation and must report a minimum of 75 hours per pay period of work hours and/or paid leave taken to receive their base biweekly salary.
What You'll Need for Success:
Individuals in this role should minimally be able to articulate or demonstrate the following:
Advanced knowledge of the principles of complicated contract management and negotiation is required.
Ability to perform client relationship development, problem identification, analysis, and resolution, data-intensive analysis, negotiate contracts, and resolve conflicts.
Ability to draft complex contracts for commodities and services with limited assistance.
Experience with and/or knowledge of PeopleSoft E-Procurement or another ERP (Enterprise Resource Planning) Procurement and Financial system is preferred.
Ability to apply knowledge/expertise of contract management principles to various commodities and services is required.
Ability to work independently, anticipate problems and initiate corrective action.
Ability to effectively plan and organize work of section.
Ability to delegate work, set clear direction, and manage workflow.
Ability to effectively give feedback, provide guidance or corrective action, coach, and develop employee skillsets.
A degree is not required. However, at least 7+ years of experience in vendor/contract management, supplier performance, sourcing, or procurement experience applying the outlined knowledge, skills, and abilities in a similar role may be considered.
