Division of Disability Determination Services
This work unit exists to produce accurate and timely disability determinations for the residents of Colorado in a courteous and cost-conscious manner following Social Security Administration (SSA) rules and regulations. Disability Determination Services (DDS) receives applications from SSA and makes a medical eligibility determination using SSA's criteria, found in the Program Operations Manual and Statistics (POMS) and judicial Social Security Rulings (SSRs). DDS is 100% funded by SSA. DDS gathers medical, psychological, functional, and vocational evidence to determine whether a claimant meets SSA's medical eligibility criteria and writes a justification rationalizing its determination. In addition, this work unit has the stewardship responsibility to support and oversight of the infrastructure of the agency. This responsibility includes an appeal process wherein DDS certified Administrative Hearing Officers oversee the appeal process. Position is also responsible for overseeing the contracts within the DDS, including contracting Independent Medical Consultants and Consultative Examiners; and providing systems and physical security for staff. Finally, this position serves as the supervisory Liaison for the OIT staff that are physically located onsite.
DDS receives its authority by law from the Code of Federal Regulations. By statute, DDS must adhere to mandated levels of accuracy (20 CFR 404.1643) and timeliness ( 20 CFR 404.1642) in its claim processing.

This position will shadow the current Chief Deputy Director as the day-to-day activities are performed and will assume the role once the Chief Deputy Director retires. Duties include planning, organizing, directing and managing the adjudicative units of the Division of Disability Determination Services to achieve the agency mission and to ensure the most efficient, effective and customer-focused delivery of services. The position serves as Deputy Director of the DDS and has direct supervision over multiple work units of the DDS to meet production, timeliness, and quality goals as outlined by the Division Director. This position serves on the Executive Management Team for the agency formulates policy and procedures for the DDS. This position directly manages the implementation of DDS and Social Security (SSA) policies and procedures. This position acts as the DDS Safety and Security Officer ensuring the strict SSA security guidelines are followed. This position serves as Appointing Authority in the Director's absence. Job Duties:

Experience Only:

A combination of related education and/or relevant experience in an occupation related to the work assigned equal to ten (10) years
No specific degree is required as the DDS will train on specific information. The DDS will follow DPA guidelines for general degree (i.e. Bachelor's degree) with experience substitutions for degree on a year-to-year basis in the following areas: (any combination of education and experience to equal the MQs from DPA. Experience in an industry, professional environment, or government (State, Federal, County), agency that is highly regulated where a person has to evaluate and apply policy such as: Claims adjuster, examiner or investigator, Project/office management, Business Support Services/Analyst, Supervisory/Management, Accounting/Auditing, Case Management, Paralegal/Contract management, Medical/Veterinarian Technician - will substitute for the degree on a year-for-year basis. Substitutions: Additional appropriate education will substitute for the required experience on a year-to-year basis. Job experiences required from the applicant: o Leadership Experience- demonstrated experience in positions or activities that would provide the knowledge, skills and abilities to lead, direct and oversee multiple units. The experience can be obtained directly through supervisory tasks or indirectly such as leading team members as part of DASH/Lean initiatives or other roles. o Critical Thinking o Strategic Planning o Strong communication skills- able to deliver and manage difficult and sensitive information.
Preferred Qualifications:
COWINS Partnership Agreement: Relevant years of State service should be considered as a preferred qualification and given weight under the process. Part-time relevant years of State service will be prorated.
TRANSFERS ONLY: Relevant years of State service will be considered as a preferred qualification and given the weight of at least 15% of the overall score under the process.
