Incumbent will be required to live in and complete work for CDE within Colorado.
This position is ONLY open to current employees in the School District Operations Division, School Finance Unit.
This is a part-time (60% PTE), hourly, bi-weekly paid position that is eligible for prorated leave benefits and medical/dental/vision benefits.

Work Environment:
This position is part-time and is eligible for a hybrid work environment.
Extended hours during the evening or the weekend may be required by business needs.
Commuting to the CDE buildings is required per business needs.
A Remote (Home) office is required.

Position Summary:This position reports directly to the School Finance Executive Director. The School Finance Funding and Operations Specialist is responsible for providing expertise, guidance, and analysis on all matters concerning the Colorado K-12 School Finance Formula. This position will provide strategic guidance, direction, and leadership during the transition from the School Finance Act of 1994 to the New School Finance Act of 2024. This role will be responsible for coordinating with the designated vendor to ensure the successful implementation of the School Finance Funding Formula software by providing technical expertise, legislative interpretation, and institutional knowledge to the vendor and the department. Additionally, this role will oversee the administration of all K-12 funding through the funding formula and categorical funding. This role would work three 8-hour days for a total of 32 hours a week.The final salary is anticipated to fall within the posted salary range; however, it could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.

Major Duties and Responsibilities:
Oversee the departmental implementation of the phase-in period between the School Finance Act of 1994 into the New School Finance Act of 2024.
In consultation with the School Finance Executive Director and other School Finance employees, administer the funding provisions of the Public School Finance Act of 1994 (as amended) including the calculation of annual funding amounts and determination of monthly payments to Colorado School Districts.
In consultation with the School Finance Executive Director and other School Finance employees, administer the funding provisions of the New School Finance Act of 2024 (as amended), including the calculation of annual funding amounts and determination of monthly payments to Colorado School Districts.
In consultation with the School Finance Executive Director and other School Finance employees, administer the funding provisions of the phase-in of the Public School Finance Act of 1994 into the New School Finance Act of 2024 (as amended) including the calculation of annual funding amounts and determination of monthly payments to Colorado School Districts.
Provide technical assistance and guidance to the School Finance Executive Director and analytical support on all matters related to School Finance and other fiscal issues to ensure understanding and compliance with all statutory requirements.
Assist with the calculation of the mill levy certification pursuant to HB20-1418. Work with internal team members in the calculation and collection of mill levy certifications and in the preparation of various reports.Prepare estimates and work on external communication of external estimates or actual district financial information to Legislative Council Staff and Joint Budget Committee Staff.
In consultation with the School Finance Executive Director and other School Finance employees, ensuring the successful monthly payments of Total State Share to all applicable Colorado School districts.Provide direct technical assistance and expertise to the designated vendor responsible for the creation and implementation of the New School Finance Funding Formula Software.
Work directly with the vendor to ensure understanding of all aspects of School Finance and funding formula.
Provide direct knowledge and assistance on complex formulaic calculations to the vendor.
Assist the School Finance Executive Director with the implementation and calculation of all financial formula calculations, including but not limited to Post-Secondary Workforce Readiness Formulas, Categorical Distributions, Public School Finance Formulas, and any other funding formula as assigned.

MINIMUMEDUCATION ANDEXPERIENCE REQUIREMENTS: This position requires ten (10) years of experience only, OR A combination of education and experience totaling ten (10) years. Experience Only:
Ten (10) years of professional experience working with educational funding formulas in a government or financial setting.
Ten (10) years of experience in designing, collecting, and analyzing large amounts of financial data.
Ten (10) years of experience in working with Colorado Revised Statutes, focused on those concerning Title 22 Educational Funding.
Ten (10) years of experience with the Colorado Legislature, Legislative Council Staff, and Joint Budget Committee Staff in
manners of Colorado School Finance and Colorado School Finance Funding Formulas.
Ten (10) years of experience in calculating and disbursing funding through a funding formula of K-12 educational funds.
Education and Experience:
A bachelor's degree will substitute for four (4) years of the required experience. The remaining 6 (six) years of professional experience are described below.
Bachelor's degree from an accredited college or university in Accounting, Finance, or a Public Policy Field.
And
At least six (6) years of professional experience in working with educational funding formulas in a government or financial setting, in designing, collection, analyzing large amounts of financial data, in working with Colorado Revised Statues, focused on those concerning Title 22 Educational Funding, with the Colorado Legislature, Legislative Council Staff, and Joint Budget Committee Staff in manners of Colorado School Finance and Colorado School Finance Funding Formulas, in calculating and disbursing funding through a funding formula of K-12 educational funds.
QUALIFICATIONS AND CONDITIONS:Qualifications for Success in the Position:
Demonstrated ability to effectively manage large amounts of payments and tracking of said payments.
Expert Microsoft Excel skills (VLookUp, XLookUP, Pivot Tables, and Mapping Functions).
Strong written and verbal communication skills.
Strong attention to detail (proofing work, spelling, grammar, formatting, etc.).
Demonstrated ability to effectively balance quality of work and productivity expectations.
Demonstrated ability to effectively collaborate with internal and external customers (e.g. school districts, other CDE units).
Demonstrated ability to prioritize and organize work to accommodate and meet the changing needs of the department and meet deadlines.
Demonstrated ability to take initiative and exhibit a proactive approach to work.
Demonstrated ability to identify problems and recommend solutions prior to the standard being jeopardized.
Demonstrated ability to work independently, as well as on a team.
Ability and willingness to travel.
Preferred Qualifications (Preferred/Not Required):
Experience with Colorado's K-12 Finance Formulas.
Direct experience in working with Colorado's Legislature K-12 funding.
Conditions of Employment (Required):
