Job Summary:
This position is responsible for a post-production audit and inspection of manufactured housing for the purpose of Retailer compliance. This requires an inspection of the Retailer's records and home inventory to evaluate compliance with the requirements under Subpart F of the Manufactured Home Procedural and Enforcement Regulations, 24 Code of Federal Regulations Part 3282. Evaluation of a Retailer's knowledge and understanding of the regulations, providing opportunities for information exchange, training and sharing of best practices. Conduct investigations, inspections, and monitor the progress of consumer complaints as well as following up on any other issues specific to a particular Retailer. These functions support the Agency's mission to maintain standards of quality and safety for the occupants of these regulated structures. Frequent interaction with licensees, public, and local jurisdictions, to include, communicating and collaborating with ISA partners, building officials and design professionals as needed. Job Duties:
This position will conduct statewide inspections of all storage facilities and retailer lots for transportation damage, equipment or fixture alterations, sales and consumer records, installation activity and enforcement of State and Federal laws and regulations with regard to the installation and storage of manufactured homes and accessory structures. Inspect and audit manufactured home installation for compliance with HUD Manufactured Home Construction and Safety Standards, the Manufactured Home Installation and Storage Standards, Manufactured Housing Installation Rules and Regulations, and as required by Arizona Revised Statutes and Arizona Administrative Code, Title 4, Chapter 34.
Verify consumer complaints by conducting investigations, inspections and research while monitoring the progress of the complaint items and compliance with the HUD Complaint and Dispute Resolution Program. Verify that HUD approved processes are applied as new consumer complaints arise. Verify homes subject to relocation meet the qualifications to receive assistance from the State's Relocation Fund. Assist with installation inspections and investigations regarding unlicensed activity.
Extensive communication with licensees, consumers and local jurisdictions while administering the HUD Retailer Lot Inspection program on HUD's behalf.
Other duties as assigned.

Knowledge, Skills & Abilities (KSAs):
Valid Arizona Driver's License; International Code Council (or equivalent) certification in an appropriate category at time of hire or within one year of hire date. Knowledge of federal regulations; state statutes and rules; adopted building codes; construction, manufacturing, and installation methods related to regulated buildings.
