Summary The incumbent's primary role is to serve as Executive Assistant to the Deputy Associate Director, Patient Care Services (EA DADPCS) but responds to the needs and requests of the entire Executive Leadership Team (ELT), Service Chiefs, Department Managers, and other key program officials. Responsibilities Duties of the Health System Specialist (Executive Assistant) include but are not limited to the following: The incumbent is responsible for analysis and reporting for a variety of operational issues and actively participates in strategic planning for the healthcare system activities. Primary role is to serve as Executive Assistant to the Deputy Associate Director, Patient Care Services (EA DADPCS) but responds to the needs and requests of the entire Executive Leadership Team (ELT), Service Chiefs, Department Managers, and other key program officials. Serves as Health System Specialist to the Deputy Associate Director, Patient Care Services (DADPCS) at Roseburg VA Health Care System. Conducts and directs special studies and analyzes complex problems related to staffing requirements, space and equipment utilization, organizational alignment and other areas of concern to the DADPCS, recommending solutions and supervises the implementation of solutions once they are approved. Provides health systems management services and high-level input into the most complex top management deliberations and decisions and may participate in identifying and resolving a full range of complex management problems. Represents the DADPCS or other executive leadership team members (as directed) at Medical Center administrative and clinical committee meetings. As the DADPCS Representative, the EA DADPCS may be delegated authority to make decisions and recommendations that impact the operations of the Medical Center. Provides assistance and coordination for the development and implementation of Health Care System projects that cross departmental lines of authority. The incumbent independently formulates administrative policies and procedures, based on complete staff studies, specific recommendations from service managers, committee recommendations, and individual observations. Coordination of the resulting directive material, and its implementation, are responsibilities of the EA DADPCS. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
