Summary This position is located within the Medicine Section at the Fredericksburg Health Care Center (FXHCC) in Fredericksburg, VA. The position acts in an executive staff capacity to the Section Chief, Medicine, having the primary administrative responsibility for managing all operational aspects of the Medicine Section. Incumbent serves as the Administrative Officer of multiple clinical departments and reports to the Section Chief, Medicine. Implements a wide variety of management improvement initiatives utilizing current management principles and practices. Provides full staff assistance on administrative matters affecting patient care, education, and organizational policy of the Medicine Section. Utilizes expert knowledge of healthcare and resource management for the planning, evaluation, and organizational delivery of services, outcomes, and products. Develops, evaluates, and modifies organizational structure and systems to achieve program goals. Participates in the analysis and interpretation of workload and other data used in resource planning. Maintains an awareness of available resources, and makes recommendations regarding needs, distribution, or redistribution of resources. Performs strategic planning, budgetary oversight creating and maintaining statistical data for decision making purposes, developing, and monitoring cost avoidance and tools to scientifically evaluate program activities and effectiveness. Develops interprets, applies and integrates objective criteria and acceptable standards for use in monitoring activities. Provides for full administration of reporting, evaluation, and requirements associated with the Accreditation of the organization and establishes procedures to meet unusual or unique standards. Qualifications TO QUALIFY FOR THIS POSITION AT THE GS-9 GRADE LEVEL, YOU MUST MEET ONE OF THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: You must have one (1) full year of specialized experience equivalent to the GS-7 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes planning, developing, and evaluating administrative operations; coordinating personnel management activities such as recruitment actions, performance management and leave administration; performing budget and fiscal management functions; creating and maintaining statistical data; managing procurement, inventory, equipment, and supply programs; and serving as an administrative liaison with internal and external stakeholders.
