This position exists to provide leadership for advancing data analytics, research, and evaluation and systems support in the Early Learning Services (ELS) Division. The incumbent provides advanced professional and supervisory work in the development and delivery of data analytics, evaluation and data systems integration to support education programs across the division, as well as integrated data across state agencies and needs to have knowledge and expertise in early learning programs. This position is responsible for planning, organizing, and supervising all facets of data analytics within the ELS Division in order to support implementations of early learning programs, including the supervision of subordinates who will plan, deliver, and monitor data practices and requests in compliance with state and federal laws, rules, and deadlines. In addition, the position provides expertise and consultative services around data integration for the purposes of analytics, data integration, research and evaluation to staff from across the division, leaders in the early childhood administration and across partner agencies (MDE, OHE, MDH, DHS, MN.IT) in connection to early learning education programs, and the 20+ child and family-serving cross-agency data sources in the Early Childhood Integrated Data System (ECIDS). A key component of the role is to provide data and technical assistance that supports school districts to support program implementation, including curriculum and assessment.
Responsibilities include:
Exercise supervisory authority so that applicable labor agreements and plans are equitably administered and employees will effectively perform assigned job duties to achieve the annual objectives of the division. Manage the budget of the team, including the budget for information technology systems that support early learning programs, and procurement related activities. Develop and respond to legislation related to data, information systems and early learning program needs.
Plan, implement, and manage Information Technology integration to ensure data integration, data analytics instruments, databases, and processes meet standards for results validity, quantitative soundness, defensibility, and legislative requirements. This includes state and federal reporting, data requests, data integration and data sharing agreements.
Manage, monitor, counsel, and evaluate data analytics staff activities related to data analysis, data quality control, research, and program evaluation related to federal and state mandatory reporting, data requests, and the Early Childhood Integrated Data System to ensure accurate, timely, and effective reporting requirements are met.
Provide consultation on early learning programs and the implementation of those programs based on data analytics and systems to both program staff in the Early Learning Services Division and to school district leaders responsible for the implementation of early learning programs, in coordination with the Minnesota Department of Education.
Perform other duties and assignments which are essential to the achievement of DCYF goals to collect, analyze, and communicate data related to Minnesota children, families, early care and education workforce, Head Start, and schools which informs policy, programs, and practices as assigned by the Director.
Minimum Qualifications

Demonstrated leadership experience which may include any of the following:
Experience as a supervisor, team lead, lead worker, OR project lead*
*A project lead provides leadership, guidance, and advanced specialized technical expertise for a team doing evaluation, development, design, testing, and/or implementation in a project environment.
Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
Completion of a similar or equivalent leadership development program through another organization
A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG) which the experience must also include:
1+ years of identifying issues, goals, and strategic actions
100+ hours per year time commitment
Four (4) years of advanced experience in research and data analysis. Experience must demonstrate the following:
Extensive knowledge of and demonstrated experience in research methodology, survey research techniques, complex statistical analysis, project management, technical and non-technical report writing, oral presentation of research results, and data collection, cleaning, manipulation and interpretation.
Experience with relational databases and tools for extracting data (e.g. SQL), integration of data sources
Experience with analytical software tools such as SAS, SPSS, R, Tableau or equivalent.
Experience working with a team of researcher and/or data staff preferably in the education or social sciences field.
Excellent communication skills. Extensive experience with written and oral presentations of data and research and synthesis of findings to inform public policy.
Variety of experiences working effectively with others from different backgrounds and cultures.
Preferred Qualifications
Advanced degree (Masters or Doctorate) in education, public policy, social sciences or a related field.
Knowledge of continuous quality improvement processes and techniques.
Experience with data systems used by Minnesota schools or other Minnesota-based early childhood programs.
Group facilitation experience working with diverse groups and audiences.
Experience working with Minnesota communities that have experienced disparities in outcomes.
An understanding of contemporary national issues affecting young children and their families and the impact of these issues on Minnesota families and young children.
