Summary About the Position: This is an Administrative Officer, GS-0341-12 position for the U.S. Army Corps of Engineers Fort Worth District, Real Estate Division in Fort Worth, TX. Responsibilities Administer, manage, and analyze programs and supporting services to evaluate their effectiveness in achieving the Division organization administrative, management objectives. Provide staff advice, assistance, and consultation to the Division Leadership in administrative and management direction and coordination of staff actions and projects under the purview of the Division. Contact various levels of higher echelon on administrative matters and mission requirements. Subject matter consult- Provide management officials with advice, consultation and assistance on administrative and management matters. Provide position management advice and recommendations to management to improve the efficiency and productivity of employees. Plan work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) Analyzing administrative programs to optimize organizational effectiveness; 2) Conducting internal studies and surveys to improve workflow and operational efficiency; and 3) Reviewing documents such as memos, reports, studies, fact sheets, and information papers for overall quality. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11 or above). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). This position requires a 1 year probationary period during which the agency evaluates your fitness and whether your continued employment advances the public interest. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. Position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 1 year by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years; however, return rights may be impacted. Position will NOT be made permanent. Current, permanent USACE employees who are selected for this position will receive administrative return rights for the duration of the initial assignment and for any extensions up to 3 years, with potential to request further return rights to a maximum of 5 years. Return rights for non-USACE Army employees will be negotiated upon selection. If return rights are approved, a return rights agreement/statement of understanding will be required to be completed prior to appointment.
