Responsibilities You will perform tasks involved in the Government's planning, award and administration of contracts and assist in the development, acquisition and sustainment of state-of-the-art equipment and training services. You will develop acquisition strategies, perform price/cost analysis to analyze and evaluate findings contained in audit reports and conduct extensive negotiations during all phases of the procurement process. You will assist in supporting the Command's Small Business Program, Internal Training program, and Internal Inspection Programs. You will plan and conduct post-award conferences to ensure compliance with, and full understanding of, contractual requirements, initiate appropriate remedial/corrective actions, and negotiate contract terminations, when required. You will assign and review daily work to ensure completion within established timelines, develop, assign, and establish goals and objectives for employees and evaluate employee performance. Requirements Conditions of Employment Qualifications In addition to meeting the Basic Education Requirement below, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Interpreting and applying contracting policies, regulations, and laws for specialized service acquisitions; developing strategic sourcing findings to brief executive leadership; AND advising officials on performance-based service acquisitions for a medium-sized organization. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: BASIC REQUIREMENT: I have a Bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR I am a current career or career-conditional employee of the Department of Defense who occupied an 1102 or contracting position with authority to award or administer contracts in excess of the simplified acquisition threshold (SAT) in an Executive Department on or before September 30, 2000 OR I am a current active duty military member of the armed forces (other than Coast Guard) who occupied a contracting position or similar occupational specialty to the GS (or equivalent) 1102 on or before September 30, 2000 OR I am in the Contingency Contracting Force. Additional Information This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. PCS is not authorized. This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
