Responsibilities Serves as a Contract Administrator assigned to a team responsible for the administration of government contracts/grants/agreements for one or more contractors. Incumbent is assigned a group of contracts for which the employee performs the full range of contract functions, up to the point of signature to include contract/grants/agreements, contract administration and contract closeout. Reviews new contracts to ensure all necessary clauses have been included. Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements. Coordinates with the buying office on contractor's requests for waivers or deviations from contract terms. Reviews requests and meets with the contractor to ensure understanding of requirements. Monitors contracts using various electronic systems and maintains electronic documentation. Performs final closeout of assigned contracts; e.g., ensures delivery/inspection/acceptance of contractual end items, and ensures that all administrative/reporting actions have been resolved before recommending final closeout. Researches policies and coordinates/integrates/implements contract administrative services. Performs contract administration functions, including funds cancellation, funds reconciliation, contract closeout, database integrity, and verifying contractor progress for approval of contract financing. Requirements Conditions of Employment Qualifications To qualify for a Contract Administrator, your resume and supporting documentation must support: A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above. B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: - Assisting in reviewing contract requirements, FAR/DFAR clauses, delivery schedules and statements of work. - Participating in the negotiation/resolution of contractual issues, modification of contractual agreements, establishing and monitoring financing. - Contributing in: the analysis of progress reports, the determination of whether contract data requirements are met, and issuing contract deficiency reports. - Providing resolution of incomplete or conflicting data through analysis. C.Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. To qualify based on education in lieu of specialized experience, you must possess: - GS-11: 3 full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree. Education The position has a minimum education requirement you MUST provide transcripts (unofficial are acceptable at the time of application) to support your educational claims. Or, if you are using education to qualify in lieu of specialized experience you MUST provide transcripts (unofficial are acceptable at the time of application) to support your educational claims. The transcripts must include your name, the name of the college or university, class/course list, completed number of credits/hours, and the date degree conferred (if applicable). Education must be accredited by an accrediting institution recognized by the U.S. Department of Education. Licenses must be current at time of application. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Additional Information This is a permanent GS-11 position. Upon deployment overseas, the employee will be temporarily promoted to the GS-12 grade level, if eligible, for the duration of the deployment. Upon return to CONUS the employee will be changed to lower grade to the permanent grade level. If you do not meet the Time in Grade or Specialized experience for the temporary promotion, you will deploy at the lower grade level, GS-11. Once the four year commitment is successfully met you will be placed into a non-deployable position in the CMO for which you were hired at the permanent GS-11 grade level. This position does not meet criteria for appointment of Reemployed Annuitants. The DoD criteria for hiring Reemployed Annuitants can be found in DoDI 1400.25-V300. Tour of Duty: Flexible. Deployable schedule tour of duty will require evenings, weekends and holiday work hours, and overtime. FLSA: Non-Exempt. Exempt when deployed at the GS-12 level. Bargaining Unit: No Selectee may be required to serve a trial/probationary period. Acquisition, Technology & Logistics(AT&L) NON-CAP: Position requires DoD Acquisition Contracting, Foundational certification within required timeframes. Mobility Agreement Required: This position may require extended temporary duty (TDY), or a permanent change in duty station (PCS) to any location within the Continental United States (CONUS). A signed mobility agreement to accept directed TDY or PCS is required. Failure to comply with the signed agreement may result in personnel separation in accordance with appropriate U.S. Office of Personnel Management regulations or may adversely affect career. Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected. Selectee will receive danger pay and foreign post differential as authorized for overseas location to which deployed. U.S. Citizenship is required. You will be required to provide proof of U.S. Citizenship. Position requires employee to wear uniform and/or protective clothing. This position is designated as Emergency-Essential (E-E). In the event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service.
