The Minnesota Bureau of Criminal Apprehension (BCA) is seeking an experienced candidate to serve as a Criminal History Access Management Analyst. This newly created position exists to assist the Criminal History Access Supervisor with the workings of the Criminal History Access Unit, including the processing of Minnesota and Federal Criminal History Background checks and is responsible for overseeing the dissemination of complete, accurate and timely adult and juvenile criminal history records for individuals in Minnesota.
This position serves as a subject matter expert in the areas of criminal history record information, background checks and/or biometrics. Work is done with all facets of the criminal justice system to ensure that state and federal statutes, as well as other federal, state, and local rules and policies are applied appropriately to provide the most comprehensive picture of an individual's criminal history. The ideal candidate should have a thorough understanding of various @types of background checks and applicable governing statutes, laws, rules, and policies.
Primary responsibilities:
Process all fingerprint-based CJIS clearance-level criminal history background checks for DPS, MNIT, Microsoft and the Vendor Screening Program.
Provide work direction and technical assistance to other staff members, including developing or revising training materials.
Back up support to front desk staff, acting as point of contact for difficult questions.
Oversee the review and processing of state and federal background checks.
An individual's criminal history record is a core information service within the criminal justice system that the BCA is responsible for and is used for various critical criminal justice and non-criminal justice purposes both within Minnesota and nationally. For criminal justice purposes, the information is used to make key decisions regarding arrest, detention, release, sentencing, charging etc. For non-criminal justice purposes, the information is used to make key decisions regarding employment, licensing, housing, child welfare, etc.

Minimum Qualifications

One (1) year of experience processing fingerprint-based CJIS clearance-level background checks OR three (3) years of experience providing administrative support duties related to CJIS clearance-level criminal history background checks. An associate's degree in criminal justice or a related field may substitute for six months of experience.
Experience must include the following:
Understanding of legal terminology and ability to explain State and Federal laws relating to criminal history and background checks.
Experience with State and Federal information systems and FBI CJIS Security Policy.
Experience with NGI and III.
Experience conducting qualitative and quantitative analysis.
Proficiency in computer programs including Microsoft Office sufficient to utilize multiple systems simultaneously to access and verify data.
Accounting and math skills sufficient to count, calculate, review, and reconcile financial data and balance accounts.
Ability to work cooperatively with individuals from diverse backgrounds and underserved communities.

Preferred Qualifications
Knowledge of and experience with various components of the Minnesota Criminal Justice System and their functions.
Bachelor's degree in criminal justice or related field.
Ability to problem solve, effectively organize work, prioritize multiple projects, and handle heavy volume of work.
Physical Requirements
Requires occasionally moving and transporting 50 pound items and frequently moving and transporting objects such as heavy tools and heavy file boxes. This job may require positioning self to move to a significant degree across rough terrain or may involve maintaining a stationary position for extended periods.
