The Child Care Center Licensing and Certification Unit Manager is responsible for overseeing all functions of the Licensing Division's Child Care Center (CCC) Licensing and Certification Unit, including directly supervising the Supervisors of the teams within the unit as well as the Assistant Unit Manager and Licensor IIIs (Human Services Program Consultant), to ensure that the division adheres to relevant statutes and rules governing the licensing of child care centers under the Children, Youth, and Families Licensing Act (MN Statutes, Chapter 142B); licensing rule (MN Rule, Chapter 9503), and license-exempt certified child care center statute (MN Statutes, Chapter 142C). The incumbent is recognized as a subject matter expert in laws and rules relating to licensing and certification functions, maltreatment of children, background studies, data practices, and related due processes.
Responsibilities include:
Supervision of assistant manager, unit supervisors, and Licensor IIIs. Manage areas of responsibility in a manner which supports the department's core values and the division's mission, goals, and objectives, consistent with state and federal law.
Participates with the Licensing Division Director and the management team in the planning, development and implementation of new initiatives, including legislation, rule development and other projects.
Oversees issuance of licensing actions in accordance with Minnesota Statutes, Chapters 142B and 142C, including denials, conditional licenses, fines, suspensions, revocations, decertification, and temporary immediate suspensions.
Assist the Licensing Division Director in identifying and developing and managing legislative initiatives related to licensed and certified child care centers.
Oversees the development and implementation of policies, procedures, forms, and referral systems of the CCC unit in monitoring high-risk providers related to program integrity and fraud.
Minimum Qualifications

Five (5) years of experience in regulatory oversight, compliance, or management of licensed child care programs.
Experience must demonstrate the following:
Development, management, or oversight of a strategic plan and vision for programs that support licensed health and/or human services-related activities
Establishment of program policies and procedures.
Development of data strategies that utilize data to create efficiencies and identify gaps.
Experience in organizational and change management.
AND
Demonstrated leadership experience which may include any of the following:
Experience as a supervisor, team lead, lead worker, OR project lead*
Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI)
Completion of a similar or equivalent leadership development program through another organization
A paid or unpaid position leading a program or chairing a committee, such as an Employee Resource Group (ERG) which the experience must also include:
1+ years of identifying issues, goals, and strategic actions
100+ hours per year time commitment
*A project lead provides leadership, guidance, and advanced specialized technical expertise for a team doing evaluation, development, design, testing, and/or implementation in a project environment.

Preferred Qualifications
Bachelor's degree in public administration, human services, or related field.
Experience working in a state, county, or tribal child care licensing system.
Experience solving complex problems and strategic thinking skills.
Experience leading staff through the implementation of initiatives impacting the statewide regulatory system.
Variety of experiences working effectively with others from different backgrounds and cultures.
