Responsibilities The duties, described below, represent the major duties performed at the GS-08 level. The duties performed for developmental positions will be of limited scope and complexity to develop skills, proficiency, and work experience. Adjudicate claims for remission of indebtedness and waivers for a wide range of personnel, including active duty, retired/separated military members, and civilian employees from all service branches. Review of waiver and remission applications and all supporting documentation. Prepare detailed administrative reports based on the review of waiver and remission documents. Review appeals for full or partial waiver denials including preparing written reports for the Defense Office of Hearings and Appeals (DOHA) to recommend sustaining the original decision or preparing new reporting based on new evidence. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-04 if applying at the GS-05 level, GS-05 if applying at the GS-06 level, GS-06 if applying at the GS-07 level or GS-07 if applying at the GS-08 level) within the federal service, which demonstrates the ability to perform the duties of the position, is required. GS-05 Specialized Experience is defined as: reviewing financial, payroll, or administrative documentation to verify completeness, checking for discrepancies, and confirming basic information. GS-06 Specialized Experience is defined as: reviewing, processing and reconciling a wide variety of financial documents and pay transactions pertaining to accounting, budget, payroll, travel or commercial accounts. GS-07 Specialized Experience is defined as: investigating payroll disputes by researching regulations and precedents to draft adjudication responses; preparing and packaging debt, waiver, and remission applications; and utilizing automated financial and payroll systems to process payroll adjustments. GS-08 Specialized Experience is defined as: evaluating debt, waiver, and remission claims by researching payroll regulations and precedents to make formal determinations; preparing detailed decision reports citing relevant laws; and processing authorized pay adjustments in automated systems. Education GS-05 Substitution of Education for Specialized Experience: Four years of successfully completed education above the high school level in any field for which high school graduation, or the equivalent, is a prerequisite may be substituted to meet the specialized experience required.
