The primary purpose of this position is to serve as an Information Technology (IT) specialist and quality assurance evaluator responsible for the Air Mobility Command (AMC), Air Combat Command (ACC) Telephone Operator Consolidated Call Center (TOCCC) enterprise located at Travis AFB. Responsibilities Administers the base local area network (LAN) and wide area network (WAN) for the AMC/ACC TOCCC enterprise. Maintains inspection control and surveillance over the Telephone Switchboard Operations service contract. Summarizes results of evaluations of contractor's performance and provides documented results to recommend payments or negative incentives as required. Determines customer requirements and assists customers by recognizing and analyzing trends and providing instruction and orientation services. Provides customer technical assistance and support. Conducts feasibility studies to identify and analyze network failures and analyzes data to determine if trends exist which forecast the need for future replacement or modification of network hardware and software. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Individual Occupational Requirements for the Information Technology (IT) Management Series, GS-2210 (Alternate A). EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND have at least one (1) year of specialized experience at the next lower grade level (GS-09) or equivalent in other pay systems. Specialized experience includes: Applying IT network systems design principles, methodologies, and approaches to the planning, developing, testing, operating, administering, and maintaining of network services that support functional requirements; utilizing the organization's network architecture, topology, and protocols to plan, design, develop, and integrate network systems consistent with existing or planned network infrastructures; and implementing customer support techniques/principles to review, validate, and standardize problem resolutions for inclusion in problem resolution databases. OR EDUCATION: Must have a Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements. Knowledge of the network architecture, topology, and protocols typically found at base and lower level organizations. Knowledge of configuration management concepts and practices to develop and implement plans for LANs and WANs. Knowledge of customer support principles sufficient to receive, respond to, and ensure complete resolution of problems. Knowledge of network customer use and systems maintenance sufficient to give needed guidance or training to customers and workgroup managers to prevent problem recurrences. Knowledge of the procedures and techniques necessary to gather, synthesize, and draw conclusions regarding trend analysis. Ability to communicate factual and procedural information clearly, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
