Lt. Governor Dianne Primavera serves as the second highest ranking elected or appointed official in the executive branch of the State of Colorado. The Office of the Lt. Governor works closely with the Office of the Governor to ensure the effective implementation of the Polis-Primavera Administration's priorities. The Office of the Lt. Colorado's 2025 Health Information Technology Roadmap, developed by OeHI and the eHealth Commission, lays out the vision of the work ahead to ensure health information technology and digital health solutions benefit all Coloradans, especially those uninsured or receiving state benefits such as Medicaid. Department: Lieutenant Governor - Office of eHealth Innovation (OeHI)

Organizational Relationships: This position reports to the Director of OeHI within the Office of the Lt. Governor. This position has supervisory responsibility of product managers, delivery manager, and Operations and Strategic Communications Manager, and direct supervision of the community engagement project manager.
Expected Travel: Occasional travel in Colorado for stakeholder meetings and nationally for meetings and conferences.
Office of eHealth Innovation Summary
The Office of eHealth Innovation is responsible for developing, coordinating, and implementing statewide health information technology (IT) strategies to improve health outcomes and reduce costs for Coloradans.
Summary of Functions:
The OeHI Deputy Director will join a cross-agency team focused on collaboration and coordination of health IT efforts throughout the state and in coordination with community partners. This is a management position that assists the Director with the development and execution of operational policies for the organization, and supervises multiple positions within OeHI. This position also serves as a policy and technology advisor and provides strategic leadership to state agencies and community organizations, leveraging the framework and initiatives outlined in Colorado's Health IT Roadmap. The position is situated within the Office of the Lt. Governor and reports to the OeHI Director.
Essential Duties and Responsibilities:
Assists and collaborates with OeHI's Director, Offices of the Governor and Lt. Governor, senior elected officials, Department of Health Care Policy and Financing, and other state agencies, including, but not limited to, Public Health and Environment, the Behavioral Health Administration, and Human Services in the identification and request of grants and federal and state funds to advance Colorado's Health IT Roadmap efforts.
Leads strategy development and tactical work to coordinate health IT efforts, policy, infrastructure, and funding across state agencies in direct alignment with Colorado's State Health IT Roadmap initiatives and efforts. The strategy and workplan will be reviewed and approved by the Director of OeHI.
Ensures all external facing documents or communications from the OeHI office follow accessibility standards for digital content creation.
Coordinates and integrates state health IT efforts to support Centers for Medicare and Medicaid Services (CMS) business requirements and operations.
Coordinate and align efforts of state health agencies (Department of Human Services, Behavioral Health Administration, Department of Health Care Policy and Financing, Department of Public Health and Environment, and Division of Insurance) as well as the broader representation of agencies who serve on the Health Cabinet.
Facilitates necessary state and community meetings and networking opportunities to encourage coordination and collaboration on health IT. Lead and support efforts of OeHI workgroups.
Coordinates statewide responses and track and provide updates on health IT-related state and federal legislation and policy.
Maintains knowledge of community and state needs, health IT capabilities, technology, policy, and community partners across Colorado.
Work with the Director to create and maintain relationships with community partners and stakeholders across the state.
Review and recommend partnership proposals and pitches.
Lead the design and implementation of community engagement and other public events.
Ensure external feedback is integrated into:
Policy development
Rulemaking
Program evaluation and improvement
Partner with internal divisions to:
Align engagement efforts with operational realities
Prepare staff for effective external interactions
Identify emerging community needs, trends, and concerns and elevate them internally
Performs other general communications tasks which may include any or all of the following:
Drafting of written materials
Preparing and conducting presentations
Communicating with employees and stakeholders
Serves as a proxy for the Director of OeHI at State and community meetings.
Creates new, or documents current, programmatic systems and procedures as necessary to increase consistency and efficiencies among OeHI projects and initiatives.
General Duties:
Management support of administrative expenses and budget tracking and approval process support.
Management support of Colorado's Health IT Roadmap projects and initiatives.
Management and support of OeHI contracts and projects.
Adhere to all health and safety policies in the planning and execution of activities.
Use word processing, spreadsheet, database, and scheduling software applications to prepare correspondence, plans, reports, schedules, and other documents and ensure all follow accessibility standards
Provide continuous effort to improve operations, streamline processes, and work cooperatively and jointly to provide quality customer service
Participate in project teams as required
Participate in conferences and workshops as required
Communicate with program staff on important updates as needed.
Other duties as assigned.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Experience and Education:
5 or more years of work experience coordinating projects and programs across the public and private sector.
Must possess exceptional organizational, communication, and customer service skills and the ability to maintain confidential information.
Ability to foster equity, diversity and inclusion in all aspects of the work.
Must have experience with health IT, public health, health care, or health data.
Demonstrated ability to engage stakeholders from different sectors.
Previous experience managing multiple complex projects.
Proven track record of effectively working with senior leadership of large organizations.
Demonstrated ability to communicate complex information to the general public
Intellectually curious, humble, and a good listener.
Preferred Qualifications:
Prior supervisory experience is strongly preferred.
Bachelor's degree helpful, but not required; applicable work experience may be substituted on a year for year basis in lieu of degree.
Experience with government policy preferred.
