This position supports research, evaluation, performance measurement, and data analysis activities for programs administered by the Homelessness, Housing and Support Services Administration (HHSSA) of the Minnesota Department of Human Services (DHS). This position assists with collecting, managing, analyzing, and reporting data to support program improvement, policy development, accountability, and evidence-based decision making.
Responsibilities include, but are not limited to:
Conduct and support research, program evaluation performance measurement, and data analysis activities for programs administered by the Homelessness, Housing and Support Services Administration, including Housing Support, cash assistance, Medical Assistance, and other homelessness programs and grants.
Collect, compile, validate, manage, and analyze data from multiple sources to support program operations, evaluation, policy development, accountability and OIG program integrity efforts focusing on quality control and compliance.
Develop recurring and ad hoc reports, dashboards, visualizations, and data summaries; respond to information requests from HHSSA staff and leadership, other DHS administrations and divisions, legislators, county and tribal partners, state agencies, and community stakeholders.
Assist with research and evaluation projects by supporting data collection, analysis, and the preparation of findings, reports, and recommendations.
Support the development, monitoring, and refinement of program performance measures and outcome metrics in collaboration with policy staff, management, stakeholders, and other decision-makers.
Communicate technical information and analytical findings through reports, presentations, dashboards, and other products that support evidence-based and data-informed decision-making.
Promote data quality, consistency, and accessibility by documenting data sources, methodologies, business processes, and reporting procedures; providing technical assistance; and contributing to continuous improvement efforts across HHSSA.
Minimum Qualifications

Three (3) years of working experience demonstrating expertise data analysis, , research, program evaluation, performance measurement, or related work.
Experience must include:
Practical knowledge of housing and support service programs and/or housing and homelessness grant programs.
Experience working with data management, reporting, research projects, or program evaluation activities.
Experience collecting, compiling, cleaning, validating, transforming, or interpreting data.
Basic proficiency with data analysis and visualization tools such as SQL, R, Tableau, Power BI, or Excel
Experience communicating analytical findings through reports, presentations, dashboards, or data summaries.
* Bachelor's Degree in Statistics, Data Science, Psychology, Human Services, Social Work, Public Health, or another related fields may substitute for one (1) year of work experience.
**Master's Degree in Statistics, Data Science, Psychology, Human Services, Social Work, Public Health, or another related fields may substitute for two (2) years of work experience.
Preferred Qualifications
Variety of experiences working effectively with others from different backgrounds and cultures.
Experience working with any data warehouse, information systems and/or programs.
Experience working with human services, housing, homelessness, healthcare, or government program data.
Familiarity with administrative data systems such as MAXIS, MMIS (Medicaid Management Information System), and/or HMIS (Homelessness Management Information System)
Experience documenting data sources, business processes, data validation procedures, and reporting methodologies
Knowledge of data quality, performance measurement, and program evaluation concepts.
Advanced proficiency working with relational databases and data analysis tools such as R or SQL.
Ability to communicate technical information to non-technical audiences.
Experience supporting surveys, focus groups, or other data collection efforts
Experience analyzing data related to Minnesota Health Care Programs, Home and Community Based Services (HCBS), Medicaid claims, state cash and food assistance programs, and/or grant-funded programs.
Knowledge of data privacy, confidentiality, and security requirements.
