Summary The Intelligence Community Office of the Inspector General is searching for exceptional candidates to join us in fulfilling our mission to identify and prevent fraud, waste, abuse, and misconduct across the 18 elements of the Intelligence Community. IC OIG has four offices: Legal Counsel, Audits & Inspections, Investigations & Intake, and Strategy & Support. Responsibilities Duties include but are not limited to: Manage the IC OIG's Information Technology Team, to include maintenance and operations of IC OIG assets and systems, including case management software and cloud servers. Oversee IC OIG's Helpdesk and IT support triage, escalation, and prioritization of critical executive support requests and sensitive mission-impact issues to minimize downtime. Deconflict complex functional requirements into underlying technical requirements and recommend "best fit" allocation of those requirements. Develop technical and systems requirements. Coordinate with vendors, contractors, and internal teams to ensure IT service reliability, incident response, and adherence to processes and handling protocols. Conduct technical research on such topics as operational guidelines, best practices, and international standards, and develop procedures for installation of hardware, software, or network components. Analyze, define, and document requirements for data, workflows, logical processes, hardware and operating system environments, network connectivity, systems interfaces, internal and external checks and controls, and outputs. Participate in the design, evaluation, selection, implementation, and support of development and production support tools and platforms. Oversee the effective integration and interoperability of disparate capabilities developed by separate service providers. Lead the development of interoperability test plans, building upon the component test plans developed by the service providers; coordinate the testing of new capabilities with other elements to ensure that all equities are covered in the test process. Mandatory Requirements: Experience in cross community complex programs and making recommendations to improve products and services; considerable ability to deal with service failures and prioritize customer needs. Demonstrated ability to balance responsibilities among project activities; ability to manage transitions effectively from task to task, adapting to varying customer needs. Demonstrated ability to develop or implement information systems security plans and procedures. Demonstrated ability to design and document system specifications and produce proto@types to demonstrate design. Demonstrated ability to monitor trends in development, including the ability to assess the viability of competing technologies and recommend the adaption of emerging technologies. Strong oral and written communication skills and ability to produce clear and logical reports. Thorough knowledge of and experience in Intelligence Community and/or OIG mission and responsibilities. Desired Requirements: Understanding of the business operations of IC elements and Offices of Inspector General. Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. SALARY DETERMINATION The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management. In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.
