Duties Description Under the direction of the Major of the Hudson Valley District, the incumbent of this position will report to the District Major and perform confidential administrative activities for sworn and civilian members in the District, assist with confidential police related information and handle sensitive information discreetly and promptly. Manages day-to-day administrative activities for the Hudson Valley District Provides administrative support to the Major, Park Police, M-2, and the Captain, Park Police, G-22 and other sworn and civilian members within the Hudson Valley Park Police District as well as members working in the three Zones (New York City, Palisades, and Taconic).Answers phone and email inquiries, provides information, takes messages and transfers calls to appropriate member; ensures important or emergency calls receive priority.Receives incoming correspondence and reports and determines significance; prepares routine responses or routes to appropriate member for action; tracks response due dates.Reviews outgoing correspondence for proper grammatical usage, clarity, factual correctness as well as compliance with police policies and procedures. Establishes confidential paper and electronic filing systems.Uses various information technology applications such as email, databases, spreadsheets and word processing application for internal and external Police communications. Assists District and Zone self-assessment teams with yearly audit of agency required files/requirements.Prepares and reconciles purchases and travel expenses in SFS and BETS Arranges travel to include overnight accommodations at the state rate, creates SFS expense reports, processes credit card transactions and resolves discrepancies. Generates purchase orders for office supplies and equipment, fleet maintenance, furniture and necessary Police supplies; performs required database entries and SFS completion.Manages service contracts for office equipment and schedules repairs as needed.Maintains confidential files, records, spreadsheets and reports as required by Police and other law enforcement guidelines. Maintains Police fleet database for District issued vehicles, enters maintenance, monthly mileage and fuel consumption informationTracks various expenses in multiple databases as well as obtains approval for each purchase while following New York State and agency purchasing rules and regulations. Utilizes the overtime authorization form to generate the agency required bi-weekly overtime justification.Reconciles transactions in SFS on a weekly basis.Compares BETS to the JP Morgan statement monthly for accuracy.Assists with confidential police related information Handles sensitive information discreetly and promptly. *Maintains and files arrest reports, tickets issued and sealed case orders.Creates incident report file folders and files all related information according to the police policies and procedures. Maintains District ticket inventory and updates incident reports with court disposition when tickets are settled.Distributes arrest report packets as needed, which includes mailing tickets and supporting documentation to court as well as mailing fingerprint cards to DCJS. Assists in organizing the arrest packet to the District Attorney.Generates the bi-weekly (DCO) District Command reports which tracks all zone events, tickets, spending, arrests, retirements/resignations, etc. Maintains EJustice certification for police related confidential inquiries such as arrest records, orders of protection, BOLOs (Be On The Lookout) and local wanted persons.Ensures incident reports are maintained and purged as necessary based on agency retention guidelines.
Minimum Qualifications Eligible List: There is an active Civil Service Eligible list that will be canvassed. To be considered for appointment through NY HELPS or 55-b/c, candidates must meet the open competitive minimum qualifications for this position. The qualifications are:High school diploma or high school equivalency diploma; and three years of experience in administrative support, which includes use of office software (e.g. email, work processing) provision of customer service, business writing, and management of an office. Certification (e.g., IAAP Certified Administrative Professional), diploma, or assiciate's degree* in office administration, secretarial science, administrative assistant, paralegal business technology, or office technology substitutes for two years of experience.**Your degree must have been awarded by a college or university accredited by a regional, national, or specialist agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education (https://ope.ed.gv/dapip/#home). If your degree was awarded by an educational institution outside the United States or its terriroties, you must provide independent verification of equivalency. You must also meet the open competitive minimum qualifications cited above.NYS HELPS: For the duration of the NY HELPS program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications cited above. Agencies may hire employees by making temporary pending Civil Service Commission Action appointments. Upon Civil Service Commission approval, the appointment will be changed to permanent non-competitive and the official one year probationary period will begin. Within one year of permanent appointment, it is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NYS HELPS title, employees may take part in any promotion examinations for which they are qualified. Transfer/Reinstatement Opportunity:Candidates must be a current New York State employee and have one year of permanent competitive or 55-b/c service in a title eligible for transfer under Sections 52.6, 70.1 or 70.4 of the Civil Service Law. The transfer cannot be a second consecutive transfer resulting in an advancement of more than two salary grades. Additional Comments OPERATING NEEDS:- Must possess and maintain a valid driver's license that allows the candidate to legally operate a motor vehicle in New York State as a term and condition of employment.- Must be proficient in Microsoft Office programs including Outlook, Word, and Excel.COMMENTS:The CSEA contracts allow for salary protection for seasonal / hourly employees who are appointed to permanent graded positions with lower hiring rates under certain circumstances.
