Agency Overview The Division of Capital Asset Management and Maintenance (DCAMM), which oversees over $2 billion in capital programs and projects, is responsible for capital planning, project delivery, property management, and real estate services for the Commonwealth. DCAMM is a central agency in implementing several key policy priorities of the Healey-Driscoll Administration, including promoting decarbonization and climate resilience in all state facilities, identifying and facilitating opportunities to repurpose underutilized state property for housing production, and increasing the participation of underrepresented groups in public construction contracting and in the public construction workforce. Position Summary The Human Resources Business Partner (HRBP) serves as a key member of DCAMM's Human Resources team, supporting a broad range of human resource functions with a strong emphasis on talent acquisition, recruitment, and workforce planning. This position partners with hiring managers and agency leadership to identify staffing needs, develop proactive recruitment strategies, and attract qualified candidates to support the agency's mission and workforce objective. The HRBP is part of a cross functional team committed to supporting work environments dedicated to agency mission and promoting work/life balance. This position is eligible for hybrid work. Duties for the Human Resources Generalist include (but are not limited to): Develops and implements recruitment and staffing strategies to build diverse candidate pipelines. Serves as MassCareers liaison and provides guidance to hiring managers and their assistants in all phases of the hiring process. Oversees the posting and filling of positions by clearly identifying the availability of positions/official titles commensurate with the intended duties and responsibilities for each request. Monitors the status of personnel actions relative to transactions generated through MassCareers. Conducts new hire onboarding at Agency level ensuring that new personnel are adequately informed of DCAMM and Commonwealth policies, etc. Promotes and attends Career Fairs throughout the State emphasizing contributions DCAMM makes to the Commonwealth and how to explore careers at DCAMM. Oversees recruitment of Resident Engineers. Processes reclassification requests and appeals by reviewing duties and updating records in accordance with laws, policies and contractual requirements required by the Commonwealth using HRCMS, OnBase, and other related databases ensuring accuracy and follow through. Processes personnel actions (i.e., promotions, demotions, Workers Compensation, background checks, CORIs, etc.) by monitoring staff salary administration and updating records in accordance with laws, policies and contractual requirements required by the Commonwealth using HRCMS, OnBase, MassCareers and other related databases ensuring accuracy and follow-through. Serve as DCAMM's agency coordinator for the statewide Performance Recognition Program; drafting communications to promote the program, ensuring eligibility of nominees; assisting with selection process and coordinating logistics for the annual DCAMM PRP event. Help support the Human Resources Director/Deputy Director in various aspects of human resource management and programs. Provides support to DCAMM business units for administrative HR functions. Preferred Qualifications Experience in full-cycle talent acquisition, recruitment, and workforce planning. Demonstrated success developing proactive staffing strategies and talent pools and pipelines. Excellent communications skills, including writing and proofreading. Previous experience with HRCMS & MassCareers. Previous experience with the EPRS and MassPerform process. Experience drafting Form 30's and Management Questionnaires. Minimum entrance requirements: Applicants must have at least (A) four years of full-time, or equivalent part-time professional experience in human resources work, (B) of which at least one year must have been in a supervisory, administrative, or managerial capacity; or (C) any equivalent combination of the required experience and the substitutions below: Substitutions: I. An Associate's degree may be substituted for a maximum of one year of the required (A) experience. II. Bachelor's degree or higher may be substituted for a maximum of two years of the required (A) experience. III. A Graduate degree with a major in Human Resources Management, Human Resources Administration or Public Administration may be substituted for a maximum of three years for the required (A) experience. Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed. NOTE: No substitution will be allowed for the required (B) experience.
