This position is responsible for performing advanced para-professional/technical work in the HR Transactions Unit by:
Processing complex and routine employee and position transactions in the Statewide Employee Management System (SEMA4).
Providing technical support to professional-level HR Staffing employees in completing requests to fill vacancies and classify DOC positions, including conducting checks and verifying data, composing appointment letters/memos, and working with finalists, including providing related forms notices, and instructions.
Providing HR information to DOC and other state agency staff, applicants and the general public.
Performing HR project work as assigned.
This position works in a fast-paced, multi-tasking environment. The incumbent is expected to function as a team member; independently prioritize work that is deadline-driven and time sensitive; identify and respond to customer needs; take and follow direction; be accurate and consistent in interpreting and applying procedures; maintain confidentiality of information; and work constructively and harmoniously with staff, applicants and the general public.
This position is subject to the State of MN's telework policy requiring employees living within 50 miles of DOC's Central Office location in St. Paul to work on-site 50% of the time. Completion of a telework agreement is required. Teleworking employees are required to live in Minnesota or a bordering state in a county along the Minnesota state line.
Minimum Qualifications
Two years of experience in human resources working with human resource transactions, including entry of personnel and/or position data into an HRIS; interpretation and application of union/employment contract or company policy or handbook provisions, HR procedures and policies; processing payroll; or providing data entry and reporting functions.
Applicants meeting the above experience will be further evaluated for the following qualifications:
Experience and skills in recognizing and resolving problems by identifying causes, researching solutions and choosing or recommending the most effective action/solution.
Computer software skills (e.g., word processing, spreadsheet, and database software) and keyboarding skills sufficient to create employee letters and memos, accurately review and enter data, create and update procedural documentation, etc.
Skills in entering and updating database management systems sufficient to accurately maintain employee, position, and vacancy data and meet regulatory requirements.
Excellent communication skills, both oral and written, sufficient to respond to employee inquiries, explain policies/procedures, and compose and/or deliver responses to requests for information.
Demonstrated skills in time management including the ability to prioritize work and meet critical deadlines.
Preferred Qualifications
At least 6 months para-professional/technical or administrative experience in Human Resources.
Experience with Human Resource Information Systems (HRIS) such as SEMA4, PeopleSoft, or similar, including navigating within the system to find information and entering employee and/or position transactions.
Experience interpreting and applying collective bargaining agreement language, company policy or handbook provisions, governing regulations, HR procedures and policies.
Experience and skills in recognizing and resolving problems by identifying causes, researching solutions and choosing or recommending the most effective action/solution.
Computer software skills (preferably Microsoft Outlook, Word. Excel, database management systems) and keyboarding skills sufficient to create employee letters and memos, accurately review and enter data, create procedural documentation, and develop and maintain spreadsheets to track data.
Ability to communicate effectively, both orally and in writing, sufficient to respond to employee inquiries, explain policies/procedures, and compose and/or deliver responses to requests for information.
Ability to prioritize work and meet deadlines.

Additional Requirements
The selection process may include screening the top candidate(s) on their criminal history, predatory offender registration, offender associations and/or other applicable background information in accordance with Department of Corrections' policy. Top candidate(s) must pass a criminal history check which includes successful completion of all sentencing and/or restitution requirements of law enforcement jurisdictions, including probation.
