The State of Florida seeks a highly responsible individual to manage, direct, and supervise the activities of the Office of the Inspector General for the Florida Department of Citrus (Agency). This is a senior management position required to evaluate and enhance the performance of the Agency by improving the efficiency, effectiveness, and productivity of the Agency's operations. Pursuant to Chapter 20.055(4), Florida Statutes, to ensure that state agency audits are performed in accordance with applicable auditing standards, the Inspector General within the Agency's Inspector General's Office shall possess the following qualifications:
A bachelor's degree from an accredited college or university with a major in accounting, or with a major in business which includes five courses in accounting, and 5 years of experience as an internal auditor or independent post auditor, electronic data processing auditor, accountant, or any combination thereof. The experience shall, at the minimum, consist of audits of units of government or private business enterprises, operating for profit or not for profit;OR
A master's degree in accounting, business administration, or public administration from an accredited college or university and 4 years of experience as required in paragraph (a);OR
A certified public accountant license issued pursuant to Chapter 473, or a certified internal audit certificate issued by the institute of Internal Auditors or earned by examination, and 4 years of experience as required in paragraph (a).
Further, the Inspector General may not hold or be a candidate for an elective office of the state or a municipality, county, or other political subdivision of the state while Inspector General or may not hold office in a political party or committee.
The Inspector General should possess at appointment, or obtain within the first year, a certification from the Association of Inspectors General as a certified inspector general. Additionally, the Inspector General should have at least one other professional certification, such as: certified inspector general investigator, certified inspector general auditor, certified public accountant, certified internal auditor, certified governmental financial manager, certified fraud examiner, certified financial crimes investigator, or other certification, or be a licensed attorney. A certified inspector general is preferred in an applying candidate, but such certification is not required to apply for the position or to receive an appointment to the position.
Duties for this position include: Conducting all activities of the Office of Inspector General in accordance with F.S. 20.055, planning, performing, reporting, and reviewing all classes of audits and investigations in accordance with the appropriate standards and promoting accountability, integrity and efficiency in departmental operations, and serve as liaison to the Governor's Chief Inspector General. This position conducts complex, confidential and independent investigations into allegations against the Agency's employees for violations of statutes, administrative rules, or agency policy. This position is also responsible for administration of investigations into complaints or information that falls within the definition provided in Chapter 112.3187(5), the Florida Whistle-blower's Act.
The selected individual will also be required to evaluate programs designed to measure the effectiveness of the Agency programs; conduct management and administrative reviews of Agency programs; and assesses the efficiency of the Agency's organizational structure, functions, and operating policies.
The selected individual will be expected to serve as the central contact point for the Agency in its dealings with the Auditor General's Office, ensuring that the Agency fulfills its obligation related to audits conducted by staff in the Auditor General's Office. The selected individual will serve as a member of the Agency's senior management team and will make recommendations to the Executive Director for operational corrective action, policy revision, structural change, personnel action, and/or other modifications, as a result of investigations, audits, reviews, and studies undertaken by the Inspector General.
This position serves as a liaison with the Governor's Chief Inspector General and with federal, state, and local law enforcement agencies.
Preference in appointment will be given to applicants with extensive investigative and audit experience.
Successful completion of a criminal background investigation and drug screening are conditions of employment.
