This position exists to lead and supervise the grant payment requests, cash advance requests, financial statement reports and manage federal cash drawdown accounts.
Under limited supervision/procedural control, this position provides responsible and mid-level financial management and accounting work for our moderate size department of approximately 1700 employees and over 50 locations, some of which are in Greater Minnesota, in collaboration with the Director of the Office of Contract and Grant Management (OCGM).
This position will lead a team of three accounting officers and one accounting officer senior (team lead) with the advanced grant payments in their many day-to-day duties such as producing invoice voucher payments, overseeing federal fund drawdowns, overseeing grant cash advances, and resolving complex grant invoice payments and/or drawdowns.
This position covers all DEED federal accounts involving the following: United States Departments of Labor, Education, Health, Small Business Administration, Housing and Urban Development, Commerce, Health and Human Services, Treasury, and Environmental Protection Agency.
This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.

Minimum Qualifications

Three (3) years* of experience providing administrative support duties for financial records, such as inputting and accessing data into accounting systems.
*Associate's degree in accounting, finance, or other closely related field as determined by the agency may substitute six (6) months of experience; bachelor's degree substitutes for one (1) year of experience; master's degree substitutes for eighteen (18) months of experience.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience as a supervisor, team leader, lead worker, OR project lead in an accounting field or similar.
Experience with reviewing and paying invoice requests for reimbursements.
Experience with processing cash advance payments to grantees.
Experience managing federal cash drawdown accounts.
Skill in using Microsoft Office Suite (Word, Excel, PowerPoint, Teams).
Demonstrated ability to create a positive work culture.
Preferred Qualifications
Associate's degree or higher in accounting, finance, or other closely related field as determined by the agency.
Experience of supervising and coaching staff in the public sector.
Experience working for local, county, or state government.
Experience entering payment vouchers into the Statewide Integrated Financial Tools (SWIFT) system.
Ability to plan, organize, and successfully manage workload and competing priorities and still meet strict deadlines.
