This position plans, directs, and coordinates the day-to-day financial, budget, and grant management functions for the Homeland Security and Emergency Management (HSEM) Division and directly supervises HSEM's professional grants management staff. Serving as the Division's Business Manager and fiscal lead, this position provides senior-level leadership as a member of the HSEM Senior Management Team, ensuring the development and implementation of comprehensive budgeting and grant programs, including the Homeland Security Grant Program, and the State and Local Emergency Management Performance Grant. The Business Manager ensures that financial and grant administration are fully integrated with HSEM's operational programs and coordinated with federal, tribal, local, and nongovernmental partners. The Business Manager oversees an annual budget exceeding $60 million and provides oversight of grant management, administrative services, fleet management, contracts, and purchasing. Supervisory responsibilities include hiring, direction, discipline, performance evaluation, and training of supervisory staff. The Business Manager also leads division-wide budget planning and provides ongoing fiscal oversight through regular coordination with DPS Fiscal and Accounting Services and the assigned accounting officer.

Minimum Qualifications
Four* (4) years advanced professional, progressive experience in accounting, business administration or related work area.
Professional work experience should also include all of the following:
Strong knowledge and understanding of accounting principles and standards, including GAAP and fund accounting.
Knowledge of functions, procedures, law, rules and regulations related to state government and financial management.
Strong analytical and computer skills, including working with spreadsheets and preparing reports.
Strong communications skills and ability to work with individuals from diverse backgrounds.
Candidates will be further assessed on the following:
Demonstrated leadership experience. Leadership experience can include experience as a supervisor, lead worker, team lead, project lead, or completion of a State of Minnesota leadership program (e.g. ELI or SLI), or comparable leadership program
Experience establishing and maintaining effective communication and working relationships with employees and the public, communicating effectively between a diverse set of internal and external stakeholders, to collaboratively solve problems and manage change
Ability to plan, budget, organize, supervise, and coordinate programs and personnel, to delegate, fix accountability, measure progress, evaluate results, and to initiate improvements
*Bachelor's degree in accounting, Business Administration or closely related field may substitute for one year of professional experience
Preferred Qualifications
Bachelor's degree in accounting, Finance, Business Administration or closely related field
Familiarity with state systems such as SWIFT accounting and SEMA4
Experience with grant administration/management
Physical Requirements
Requires occasionally moving and transporting such articles as file boxes and heavy hand tools or heavier materials with help from others and moving and transporting light objects frequently. Even though the weights being moved and transported may be a negligible amount, a job in this category may require positioning self to move to a significant degree or may involve maintaining a stationary position for extended periods.
