Job Description:

About the Position
Key Responsibilities as a Senior Manager - Wastewater Division Leadership:
Administrative:
Assist the Director with implementing the department vision and assists in leading the department for maximum employee productivity and morale through hiring, disciplining, evaluating employee performance, and investigating and resolving issues of assigned divisions.
Write reports; prepare and supervise the preparation of agenda items and other comprehensive public and administrative reports for matters within assigned divisions.
Effectively communicate orally and in writing to County Commission, County Administration, other County departments, the news media, and the general public.
Assist with planning and administering annual budgets for assigned divisions. Monitor expenditures to ensure fiscal responsibility for assigned areas. Researches the feasibility and costs of alternative methods of providing services to the public and recommends improvements.
Perform evaluation, planning, and research activities for Department programs that will meet the community's needs.
Represent the Director and County at public/community meetings; advocate the County's mission, vision, and values for the benefit of the community. Assists with presentations to the Sarasota County Commission and the public as designated by Director. Serve as a source of information pertaining to assigned divisions of Public Utilities to County Administration and the public.
Manage proactive assessments of fraud awareness, prevention, detection, and risk mitigation activities in the area of responsibility; oversees financial, compliance, operational, and performance audits; reviews audit findings and ensures appropriate controls are established and implemented.
Serve as Department Operations Center Branch Director during emergency events.
Public-facing Operations:
Responsible for keeping the Director informed of operational decisions/issues, providing guidance, supervision, coaching, and leadership to division managers.
Continually re-evaluates, rethinks, and questions processes, procedures, budgets, staffing, performance measures, and the efficiency, quality, and cost of services. Implements change based on these evaluations and best practices in the industry.
Develop a high-performing team. Supervise division managers and direct report staff in the performance of their duties, including: assigning and prioritizing duties; Conduct performance evaluation and implement reward, recognition, and discipline for all direct reports, including division managers
Implement and evaluate staff department policies, projects, and programs. Ensure that division operations conform to local, state, and federal governmental regulations, worker safety, and other applicable rules and requirements.
Facilitate solutions to complex problems facing the department.
Ensure the coordination and management of activities within assigned areas and with other departments within the County.
Demonstrates and promotes effective and trustworthy working relationships by developing and empowering employees, promoting and supporting collaboration, excellence, efficiency, innovation, openness, and teamwork among staff.
Community:
Assist the Director of Public Utilities by providing organizational and community leadership to ensure that public services align with Public Utilities and County strategic objectives.
Develop strategic partnerships and contacts with community representatives, external agencies, and other organizations.
Proactively perform customer service functions and responds to concerns and suggestions in a courteous, professional, and customer-friendly manner.
Develop public awareness and participation in Public Utilities programs and activities.
Standard business hours are Monday - Friday, 8:00 a.m. - 5:00 p.m.
About You
Minimum Qualifications:
Bachelor's Degree in Engineering, Business, or a closely related field AND eight (8) or more years of experience in Wastewater utilities or job related experience.

OR - Master's Degree in one of the above-mentioned fields AND six (6) or more years of experience in Wastewater utilities or job related experience.

AND - Four (4) or more years of supervisory/management experience.
A valid Florida Driver's License is required at time of hire.
Preferred Qualifications:
Advanced professional certification from APWA, AWWA, ICMA, or similar organizations.
Familiarity with the overall operations and management of each division.
Possess exceptional interpersonal skills, polished public speaking skills advanced written and oral communication skills.
Proficient in Microsoft Office software and become proficient in County used software such as Maximo, One Solution, On Base, eGenda, Smarthsheet, Workday and other software the County may utilize.
Advanced knowledge of the principles, practices, and operations of public utilities management as well as the development of strategic and business plans, operating budgets, capital improvement plans, and budget monitoring/control.
Subject to Passing Substance Screening: This position is subject to passing a pre-employment substance screening. An applicant who fails to pass a required drug screening test shall be disqualified from employment for a period of five (5) years.
