Are you passionate about financial management, compliance, and making a meaningful impact? We are seeking a dedicated and experienced professional to lead our Financial Services Unit within the Department of Health. This is an exciting opportunity to oversee a significant budget, ensure compliance with federal and state standards, and contribute to the health and well-being of Minnesotans. As the Supervisor of the Financial Services Unit, you will play a pivotal role in managing financial compliance, reporting, and related fiscal activities for the Department's annual budget. You will lead a talented team, collaborate with internal and external partners, and ensure the integrity and accuracy of financial operations, grants, and federal awards.
Including Key Responsibilities:
Lead and supervise the Financial Services Unit, fostering a culture of excellence, accuracy, and continuous improvement.
Oversee the department's federal and non-federal grant processes, ensuring timely and compliant application submissions and financial reporting.
Manage federal and state compliance activities, including the Single Audit Act and Funding Accountability and Transparency Act.
Direct financial activities such as time reporting, labor distribution, and cash flow monitoring.
Develop and maintain internal procedures to support federal and non-federal award processes.
Conduct risk assessments and develop strategies to mitigate financial risks.
Oversee agency-wide financial reporting, ensuring accuracy and timeliness for reports like SEFA, GASB, and CAFR.
Collaborate effectively with internal teams, federal agencies, auditors, and other external partners.
Lead, mentor, and evaluate staff, promoting professional development and high-performance standards.
Foster a collaborative and innovative team environment aligned with the department's mission to advance health equity.
In accordance with HR/LR Policy #1422 Telework, this position is eligible for up to 50% telework for applicants who live in Minnesota or in a bordering state within 50 miles of the assigned work location. Candidates residing outside of Minnesota or in a bordering state within 50 miles of the assigned work location at the time of application must be able to relocate to Minnesota within 30 days of their start date. The telework policy may exempt employees who live more than 50 miles from their primary work location from the 50% in-office requirement, depending on job requirements, helping the State of Minnesota access top talent across the state.
MDH relies heavily on grant funding, in addition to state appropriated dollars. As an agency, we continually monitor funding levels and navigate some degree of uncertainty related to grant cycles and the impact of the grant funding on program priorities.
This position is currently funded and approved to be filled. While the position is funded at this time, future funding is dependent on the continuation of our funding sources. The Minnesota Department of Health works proactively to sustain programs and maintain our workforce, to avoid reductions in force to the very best of our ability. In the event of a loss of funding resulting in a necessary workforce reduction, that process is governed by our collective bargaining agreements and compensation plans.
Minimum Qualifications
To facilitate proper crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.
Four (4) years of accounting or financial management experience to include the following areas of responsibility:
Accounting procedures, including preparing and completing forms and documents that comply with Generally Accepted Accounting Principles (GAAP) standards, and maintaining complete financial records.
Leadership experience in accounting or financial management roles, demonstrated by supervising teams of staff members, leading financial projects or managing cross-functional partner communications.
Qualifications to be accessed at interview:
Excellent interpersonal communication skills to necessary to establish effective working relationships with managers, employees, work groups, and external entities.
Experience building and maintaining effective working relationships and collaboration across multiple levels of staff and leadership.
A related degree will substitute for experience as follows: Doctorate or Juris Doctor degree may substitute for two years of experience;master's degree may substitute for 18 months of experience; bachelor's degree may substitute for one year of experience; associatedegree may substitute for six months of experience.
Preferred Qualifications
Experience writing reports, policies, procedures, and instructions
Experience using SWIFT (Statewide Integrated Financial Tools) for online financial, procurement, and reporting activities within the State of Minnesota.
Experience building reports in in the State of Minnesota's Data Warehouse/OBIEE system.
Familiarity with the Appropriations Maintenance Application (AMA), demonstrated by at least 1 year of practical experience.
At least 2 years of experience developing and implementing procedures aimed at increasing the efficiency and effectiveness of fiscal operations.
