Northrop Grumman Mission Systems, Navigation Intelligence Connectivity (NIC), Engineering and Sciences is seeking a Business Engineering Execution (BEE) Department Manager (DM) for an onsite position in Woodland Hills, CA. The BEE DM will oversee a diverse team of Engineering Program Managers, program Chief Engineers, and Systems Engineering?/?Integration and Test (SEIT) leads who collectively represent the engineering leadership of a range of programs.
In this role, the BEE DM will be accountable for ensuring the technical and execution rigor of the programs led by their staff, while also fostering a culture of learning within the team. The manager will provide a mix of coaching, training, and peer-learning opportunities so that less-experienced staff acquire the knowledge and skills needed to perform at a high level. At the same time, the BEE DM will drive execution at speed, motivating the team to continuously identify and implement more efficient ways of working while maintaining rigorous product quality.
Key Responsibilities
Partner with Discipline Engineering to staff programs appropriately and resolve staffing conflicts.
Ensure consistent and correct use of Earned Value Management (EVM) and related execution metrics.
Develop and track programs specific technical metrics that reflect schedule, cost, and performance.
Oversee risk and opportunity management, and escalate challenging execution problems as needed.
Enforce rigorous adherence to SEIT principles and processes (design reviews, RCCAs, integration testing, etc.).
Review and approve proposals and comprehensive estimates at the Complete CEAC.
Drive talent-development initiatives-mentoring, coaching, training, and peer-learning-to build a high-engagement, learning-focused culture.
Lead strategic initiatives that improve execution speed while maintaining product quality, leveraging digital-transformation and process-optimization tools.
Conduct performance management activities, including goal setting, quarterly connections, leadership development, and knowledge sharing activities.
Partner closely with program leadership, HR, and functional peers to align talent to current and future program needs.
Lead all aspects of personnel management, including workforce planning, hiring, retention, engagement, redeployment, and succession planning.
Basic Qualifications:
Bachelor's degree in STEM field with 8+ years of experience; Master's degree with 6+ years of experience.
Experience managing multiple technical teams, including leading, mentoring and developing multidisciplinary engineering teams to deliver complex technical solutions, within cost and schedule constraints, across various phases of engineering lifecycles
Must have proven technical management experience preferably in either program IPT, R&D or Advanced Systems, technology, and/or functional environments.
Working knowledge of program execution, staffing, engineering metrics and training resources, processes, and tools.
Experience with Earned Value Management Techniques (EVMS) / Control Account Management (CAM), Integrated Master Schedules (IMS), Basis of Estimates (BOEs) and cost-schedule-risk trade off management.
Demonstrated experience in leading diverse technical teams.
Demonstrated experience in systems engineering processes and tailoring.
Demonstrated experience in leading large and diverse technical teams including workforce and resource planning, allocating resources across programs, managing workloads and priorities, forecasting staffing needs, and executing end to end hiring decisions
High proficiency in technical problem-solving, including root cause analysis and solution development.
Strong leadership, interpersonal, and written/oral communication skills, enabling effective engagement with cross-functional stakeholders and customers.
U.S. Citizenship required.
A current/active U.S. Government Secret clearance.
Ability to work onsite full-time in Woodland Hills, CA
Preferred Qualifications:
Advanced degree in science, technology, engineering, mathematics, or related fields.
8+ years of professional experience in defense or aerospace industries.
Previous IPT leadership experience.
Proven success in leading organizations with more than 50 employees.
Prior experience in engineering functional leadership.
Demonstrated technical experience across multiple program phases.
Experience with the System Engineering Technical Review process (SRR, PDR, CDR and TRR)
Experience identifying, developing, and managing performance metrics to support program and technical execution monitoring and control.
Primary Level Salary Range: $193,000.00 - $289,600.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
