Please learn more about us here: Executive Office of Veterans Services Job Opening: The Executive Office of Veterans Services is seeking a candidate for the role of Director of Federal Grants Managementto join their team! As a member of the Administration and Finance team, the Director of Federal Grants Management is responsible for leading the development, management, and oversight of federal funding opportunities across EOVS. This role is critical in maximizing federal revenue, ensuring compliance, and aligning grant strategy with EOVS priorities. The Director will advise leadership and work closely in collaboration with Finance departments within EOVS, including the Massachusetts Veterans Homes (MVH) CFOs and the Massachusetts Veteran Memorial Cemeteries (MVMC) Director, as well as program and operations staff across the secretariat. This role will play a critical part in expanding EOVS's ability to leverage federal resources, such as U.S. Department of Veterans Affair funding, housing and homelessness grants, behavioral health initiatives, workforce development programs, and other veteran-focused opportunities, while ensuring strong compliance and audit readiness across all grant-funded activities. The Director may collaborate with Senior Staff and department heads across EOVS to ensure alignment between federal funding strategy, program implementation, and compliance requirements. This includes partnering with program leadership during grant development and application processes, as well as supporting ongoing program oversight through compliance monitoring and internal audit activities. The incumbent may also be tasked to support broader internal control and compliance strategies and activities in coordination with the Assistant Secretary for Administration and Finance, the Director of Operations, and others. The Director will report to the Assistant Secretary for Administration and Finance. Duties & Responsibilities Include: Develop and lead a comprehensive federal grants strategy to maximize funding opportunities that support veterans, service members, and their families Identify, evaluate, and pursue federal grant opportunities aligned with EOVS priorities (e.g., housing stability, mental health services, employment, benefits access), including supporting or executing the application process Oversee the full lifecycle of federal grants, including application, award, compliance, reporting, and closeout Establish and maintain robust compliance frameworks, internal controls, and grant governance practices specific to veteran-serving programs, in coordination with the Assistant Secretary for Administration and Finance Interpret and implement federal regulations (e.g., Uniform Guidance, 2 CFR Part 200, VA grant requirements) into actionable policies and procedures Conduct compliance reviews and risk assessments to ensure proper stewardship of federal funds and protection of veteran services Serve as primarily liaison on federal grant audits and lead audit preparedness efforts, including documentation, internal reviews, and coordination for Single Audits and program-specific audits Collaborate with internal program teams and external partners (e.g., U.S. Department of Veterans Affairs, municipalities, nonprofits) to align funding with service delivery Provide technical assistance and training to staff and partners on grant compliance, reporting, and performance measurement Track and analyze grant performance Coordinate on federal grant financial transactions and federal financial reporting with the Chief Financial Officers and Finance teams Monitor federal policy, legislation, and funding trends impacting veterans' services to proactively position EOVS for new opportunities Represent EOVS in interagency, federal, and community meetings related to grants and funding Other duties as assigned Preferred Qualifications: Demonstrated expertise in federal grant regulations, including Uniform Guidance (2 CFR Part 200) Experience establishing compliance frameworks, internal controls, and risk management processes Direct experience preparing for and managing audits (e.g., Single Audits, federal or state audits) Strong leadership and collaboration skills, particularly across agencies or external partners Excellent analytical, organizational, and communication skills Experience working within state or federal government Experience with Single Audit processes and audit resolution Familiarity with enterprise grant management systems and compliance monitoring tools Experience developing audit readiness programs, internal monitoring protocols, or corrective action plans Experience with grant management systems and performance tracking tools Commonwealth Employee Benefits at a Glance: Health and Wellness Resources Financial Resources Work-Life Resources Career Development Resources For more details, please seeComprehensive Benefitssection below!
