TheLegislative Human Resources Division(LHRD) is seeking a People Partner to join our nonpartisan team at the Colorado State Capitol. This unique role offers a comprehensive benefits package including robust Colorado PERA retirement plans, flexible work schedules, a transit stipend, and generous paid time off. This is largely a generalist role with a strong focus on driving hands-on administration for employee benefits, leave management, and retirement coordination. About the LHRD
The Legislative Human Resources Division (LHRD) is a nonpartisan agency located in the Colorado State Capitol that provides a number of specialized human resources (HR) services for the Colorado General Assembly. The LHRD serves all legislators and all staff in all legislative agencies, the House of Representatives, and the Senate.

Position Summary:
The People Partner provides comprehensive support for all human resources functions within the Colorado General Assembly. The position emphasizes hands-on service supporting the employee-employer-legislator relationship. The People Partner provides services in key areas, including talent acquisition, benefits administration, employee relations, leave management, workers' compensation, compliance, training, and development. The People Partner builds and maintains a positive workplace culture that supports each agency and chamber while ensuring legal compliance and minimizing employment-related risks.
Essential Functions and Responsibilities:
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by incumbents of this job. Incumbents may be requested to perform job-related tasks other than those specifically presented in this description.
Provides HR guidance and support on all HR-related topics to management, legislators, and employees.
Manages and resolves employee relations issues. Conducts effective, thorough, and objective investigations, with support from the Legislative Human Resources Division Director or Senior People Partner, as needed.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
Analyzes trends and metrics in partnership with the staff of the Legislative Human Resources Division to develop HR solutions, programs, and policies.
Communicates verbally and in writing to correspond with management, legislators, and employees.
Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.
Partners with the Office of Legislative Legal Services as needed/required.
Provides HR policy guidance and interpretation.
Conducts research and compiles and prepares statistical reports.
Other duties, as assigned.

Supervisory Requirements:
This role has no direct supervisory responsibilities.

This position is frequently required to remain in a stationary position while constantly operating a computer and other office equipment. Consistent verbal and written communication occurs with employees and legislative groups. This position needs to occasionally move about inside the Capitol Complex to access file cabinets, office machinery, and interact with other departments. The role occasionally requires light lifting and carrying of objects weighing up to 10 pounds, such as files and supplies.

Work is performed in a climate-controlled office environment with no expected exposure to adverse environmental conditions. The noise level in the work environment is usually moderate and the position involves average indoor exposure to moderate temperatures and typical office noises.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
This position is not part of the state classified personnel system and therefore does not have an appeals procedure.
Education and Experience:
5+ years of experience guiding and coaching managers and employees on HR policies, procedures, and best practices.
Bachelor's degree from an accredited institution with an equivalent business-related degree (professional experience may be substituted for the educational requirement on a year-for-year basis).
Experience with Benefit Solver is a plus.
Certificates and Licenses:
Preferred: HR certification (e.g., PHR, SPHR, SHRM-CP, or SHRM-SCP)

Compensation:
Hiring range $70,600 - $75,000 per year, depending on qualifications.
Full range $70,600 - $105,900.
